SUMMARY

This position is responsible oversee and manage all activities of the Material Coordinators and Senior Material Coordinators in acquiring material, parts, and components, stock, and non-stock, to maintain all LIRR rolling stock and rolling stock support equipment. It also coordinates return of non-conforming material and expedites critically needed material. This position is responsible for acquiring material in excess of $30 Million each year.

RESPONSIBILITIES

Responsibilities may include but are not limited to:

  • Direct and oversee the activities of Senior Material Coordinators and Material Coordinators to ensure that the department receives the proper commodities, in a timely manner, to support operations. This includes placing of individual requisitions, batch-load and reconciliation/review of all Production Planning requisitions, formatting data to IT’s requirements, setting delivery schedule/qty/WH locations and identify and rectify errors in material postings.

  • Review past-due invoices to ensure Material Coordinators address their match exceptions, and all non-stock receipts are posted in a timely fashion.

  • Oversee tracking of non-conforming material being returned to the vendor through use of virtual warehouses and ensure resolution.

  • Oversee administration of any Material Services Agreement to coordinate shipment of partial orders based on need and availability to avoid stock-out conditions.

  • Direct periodic review of MofE inventory by fleet to identify potential material to be scrapped, based on consumption patterns, policy changes or no usage over time. Work with MofE and P & L’s inventory counterpart in assessing if material should be scrapped, marked obsolete or coded protect. Ensure inventory turns are within industry standards. Review requisitions in excess of $25K, as well as those items that have usage in both Planned & Unplanned warehouses.

  • Liaison with LIRR and BSC Procurement departments on material issues such as aging requisitions and expediting processing of critical requisitions to avoid material shortages. Ensure that Vendor and Administrative lead times are being actively reviewed and updated by both Procurement departments.

  • Oversee and manage all audits related to material sourcing.

  • Oversee and coordinate the shop module process to ensure clear, efficient communication with all stakeholders consuming material and oversee communication of any issues back to vendors.

  • All other duties and assignments at the request of senior management.

  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

    QUALIFICATIONS

    (A)

  • Bachelor’s Degree. Demonstrated equivalent experience may be considered in lieu of the degree requirement, subject to approval.

  • Must have 8 years progressively responsible, administrative experience relating to procurement.

  • Must have 4 years’ experience managing a staff.

  • Detailed understanding of LIRR procurement rules.

  • Ability to work and manage effectively as part of a management team in a multi-priority environment.

  • Must have demonstrated experience with data management and configuration.

  • Must possess strong leadership, managerial, technical, oral and written communication skills.

  • Proficient PC skills and working knowledge of various software packages: i.e., Word, Excel, MS Access, etc.

  • General knowledge of labor agreements

    B)

  • Additional or advanced degree.

  • Detailed knowledge of LIRR MofE labor agreements.

  • Detailed understanding of and experience with MofE policies, practices and budgeting cost-centers.

  • Detailed understanding of roles and responsibilities of LIRR MofE management positions.

  • Direct experience with software programs used within MofE (Kronos, People Soft, Maximo, LIMS etc).
