This is a non-r epresented position.
This position is eligible for teleworking which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary
Responsible to manage and coordinate Engineering material and service contract administration (179 million per year for materials / 193 million in services). Oversee the preparation and coordination for Engineering material requisitions. Manage the tracking and expedition of requests processed through PeopleSoft. Overseeing the approval and material delivery cycle and ensuring that it is in compliance with Corporate and Authority policies, guidelines, and procedures. Ensure that the Engineering orders and deliveries support the project and maintenance schedules of the Engineering department to ensure that forces have adequate material for the work at hand. Oversee the Engineering department’s coordination to balance inventory targets with departmental goals, while providing effective tools to ensure accurate forecasting and management of Engineering’s $57 million R.O.W. (Right of Way) inventory. Oversee the administration of over 150 contracts in support of Engineering operations
Responsibilities:
Responsibilities may include but are not limited to:
Manage, develop, and evaluate project and maintenance planning and forecasting material and contract requirements for the Engineering department. Establish documentation and analyze existing procedures and controls.
Manage all Engineering requisitions – processed and ordered, monitoring to ensure delivery dates coincide with project and maintenance schedules and that material orders and contracts meet departmental needs. Ensure the timely development and processing of bid package reviews and recommendations for award.
Manage and control the processing of purchasing requisitions including their review for validity and accuracy, coordinating the requisitions with Procurement to ensure that ordered material matches departmental requirements.
Assist in the development and planning of Material and contract budgets for the upcoming budget year. Provide emergency material and contract expedition for all sections of Engineering.
Manage the proper collection and accumulations of all field charge outs to ensure that only materials ordered for projects are consumed on the project and that actual costs are within the approved budgeted task.
Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example. Perform other assignments as requested by Senior Management.
Qualifications:
A)
Bachelor’s Degree in Business/Finance or related field. Demonstrated, directly related, four years equivalent experience and education may be considered in lieu of the degree.
Must possess material management and or accounting experience (approximately 6 years)
Must possess a strong knowledge of forecasting, estimating, and planning, material management.
Must possess knowledge of the computerized material management systems (i.e., PeopleSoft, Logistical Inventory Management System (LIMS), Corporate Asset Supplier System (CAMS)
Must possess strong written and oral communication skills.
Must possess strong human relations skills necessary to coordinate work with the Engineering department.
Must possess a professional demeanor and high degree of integrity.
Must possess leadership skills, sound judgment and analytical skills.
Must possess a valid driver’s license from the state of your legal residence.
B)
Knowledge of Engineering operations and production schedules.
Familiar with the LIRR/MTA procurement policies and procedures.
Possess knowledge of LIRR financial procedures.
Must possess prior supervisory experience.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record.
