SALARY RANGE : $170,000 to $184,000

LOCATION : 144-41 94th Avenue

HOURS OF WORK : 9:00 am - 5:30 pm (8 hours/day)

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY : The Deputy Chief People Officer position is a partner and key point of contact between the People functional towers and each Agency to align People strategies, procedures and programs with business strategies, while ensuring compliance with MTA policies and governmental laws and regulations. The Deputy Chief People Officer drives the People agenda by partnering with People Towers and management to effectively and efficiently deliver People programs and initiatives for the Agency. This role proposes strategies and resolves multi-faceted MTA-wide issues. Assists in development and implementation of MTA short-range goals, objectives, policies, procedures, and long-term vision affecting the agency and employees.

RESPONSIBILITIES :

  • Drive the planning, review and execution of People strategies for an Agency. Align people strategies with Agency business strategies partnering with Agency and People Towers to provide guidance on all People related issues and needs, including workforce planning, compensation, employee relations, performance management, talent management, change initiatives, organizational design, succession planning, and regulatory compliance.

  • Accountable for leading field People team to ensure enterprise People strategies are translated accurately and effectively to the Agency. Liaise with the Agency departments to identify capability gaps in current workforce and set strategy to help address Agency business needs. Ensure that the Agency has the optimum organizational structure and the right people in the right positions for the business units to achieve their goals. Facilitate succession planning, ensuring necessary action is taken to develop successors. Support embedding of business strategies in Agency departments at various levels.

  • Act as an advisor to senior management. Serve as a strategic business partner with expertise and understanding of Agency organizational culture, fostering systems thinking, customer focus, and continuous learning, with the ability to identify and communicate organizational needs. Work closely with senior management to provide strategic input on business growth. Implement change strategies.

  • Work closely with management and employees to improve work relationships, build employee engagement and retention. Provide guidance to management on MTA’s policies and procedures to ensure consistency and compliance. Effectively resolve complex performance management, employee relations matters and complaints.

  • Recruit, develop and motivate field People team. Manage and evaluate the field People team’s performance while providing career development opportunities and effective coaching and counseling. Foster a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Other duties as assigned.

    DECISION-MAKING AUTHORITY :

  • Has broad authority for the decision making, staffing, and budget for their functional area of responsibility. Decision-making authority over their functional area of responsibility is within broadly defined policies and objectives. Has the latitude to consider development of plans, priorities, and processes to achieve objectives.

  • Makes policy and procedural changes for their functional area of responsibility.

  • The overall strategy and approach is made in consultation with the Chief.

  • Works with staff in the operating agencies and functional towers to ensure appropriate dissemination of information and access to necessary resources for consistent and equitable application of programs. Through collaboration with agency staff and management of multiple analytical processes, this role will provide information to Senior Management to support planning functions and decision making.

  • Develops, interprets, implements, and administers related policies, procedures, and programs. Assesses and evaluates management employees. Is involved with job evaluation recommendations, organization structure design, and re-organization approvals. Hires, disciplines, and terminates staff when necessary. Conducts performance evaluations of employees and provides appropriate feedback. Establishes goals for staff and coaches as appropriate

    EDUCATION AND EXPERIENCE :

    REQUIRED:

    Education and Experience

  • Bachelor’s degree in Human Resources Business, Urban Planning, Public Policy, Industrial or Labor Relations or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.

  • Minimum 12 years related experience, including at least 5 years in a management and/or project manager role in a large, multi-faceted organization

    COMPETENCIES:

  • Must have knowledge of and experience working with multiple human resource disciplines.

  • Must have knowledge of employment laws, HR best practices and business trends.

  • Excellent communication and interpersonal customer service, organizational and presentation skills

  • Demonstrated ability to work with all internal and external stakeholders including the MTA Board

  • Demonstrated ability to communicate and interact well with the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities

  • Demonstrated ability to work in a high-profile, high-pressure environment effectively

  • Must have strong managerial skills to effectively lead talent

  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible

  • Demonstrated analytical capabilities and quantitative skills

    PREFERRED:

  • Advanced degree in a related field

  • Experience working in a union environment

  • S/PHR or SHRM-S/ CP certification
