Job Description

The Downtown Investment Authority Department is actively seeking a Zoning, Permitting and Capital Project Coordinator.

This position reports to the DIA Director of Operations and serves as lead staff to the Downtown Development Review Board ("DDRB") and permit reviews; provides input concerning the implementation of downtown economic development and redevelopment programs, land use planning, and code compliance; and assists with management of contracts for design and / or construction of Downtown Capital Projects. Work is performed primarily in an office environment; however, the employee will be required to make field visits in order to evaluate projects, gather statistical data. The physical demands consist mainly of sitting at a workstation for extended periods of time, occasionally lifting and moving light objects, and visiting field sites. The position requires the use of judgment and creativity in search for solutions or new applications. This position requires the willingness and skill to work with developers and their agents or design team in not only shepherding applications through the review process, but also working collaboratively to allow for creative designs and develop plans that meet the Downtown Design Guidelines and the Downtown Overlay Zone and Downtown District Use and Form Regulations.

Examples of Work

Primary responsibilities include the following:

  • Prepares correspondence, reports, and presentations for DDRB monthly meetings and prepares information for workshops.

  • Prepares maps and performs analysis utilizing geographic information systems software.

  • Reviews applications for building and sign permits, and coordinates new and existing redevelopment activities including buildings, remodels, awnings, landscaping, work in right of way, etc. for compliance with the Downtown Overlay District requirements.

  • Researches, coordinates, and prepares zoning studies, master planning, collection/analysis of data, review of design, engineering, bid, procurement, & construction documents for project reports.

  • Assists in the relocation of existing businesses through city/state regulatory processes, which includes interpretations of code, review of applications for compliance and/or explaining procedures for deviations to the Downtown Overlay District.

  • Reviews applications and prepares reports and documents for sidewalk café, restaurant, and downtown vendor permits.

  • Conducts field studies and interviews, collects data, conducts statistical research and analysis, and develops required reports.

  • Assists with managing the design/capital projects for the Downtown Investment Authority.

  • Maintains and updates special projects, maps, charts, and related files.

  • Performs related duties as required.

  • Reviews building permits and engineering drawings.

Knowledge, Skills and Abilities

  • Knowledge of local zoning codes, ordinances, rules, and regulations.

  • Thorough knowledge of the theories, principles and practices of urban planning and design.

  • Ability to read and interpret site plans and building elevations as it relates to architectural and site plan review.

  • Ability to coordinate and work jointly with other departments and agencies.

  • Ability to prioritize tasks, meet critical deadlines while autonomously managing multiple assignments, and present cohesive technical analyses to decision-makers.

  • Requires strong interpersonal skills and a style that emphasizes diplomacy and a willingness to seek reasonable solutions.

  • Skill in understanding and influencing people when discussing and resolving design challenges in the urban environment with architects, planners, and developers and in presenting and defending recommendations and decisions.

  • Strong and effective written and verbal communication skills and the ability to present technical or complex urban planning or design issues in a succinct and understandable fashion to non-planning and non-design professionals.

  • Ability to adapt to a variety of situations including frequent interactions with interdepartmental staff, applicants, top governmental officials, and citizens.

  • Ability to research, collect and evaluate planning data and prepare written reports.

  • Ability to read, interpret, and apply planning-related laws, rules, and regulations.

  • Ability to use geographic information systems, demographics, environmental planning, historical preservation, subdivision, and site plan reviews as well as transportation planning.

  • Ability to operate standard office equipment and use word processing, spreadsheet, database, and related software applications.

  • Ability to use GIS software, preferably Arcmap, including the ability to create maps, manipulate information (e.g., create buffers, select information by attributes, etc.).

  • Ability to operate a motor vehicle.

Open Requirements/Supplemental Information

EDUCATION:

  • A bachelor’s degree in urban planning, architecture, landscape architecture or similar field.

EXPERIENCE:

  • Four years of professional experience in urban or regional planning, architecture, landscape architecture, urban design, or community planning or a related field. This experience must include at least two years in community redevelopment, urban planning., or a related field, as well as a minimum of two years reporting to or working with a board, commission or council (e.g. planning commission, City Council) either as government staff or on behalf of applicants.

SUBTITUTION:

  • A master’s degree in urban planning or similar degree may be substituted for two year’s professional experience.

PREFERRED:

  • Experience with geographic information systems software preferred.

  • Prior experience in professional services, design, construction project or contract management is preferred.

Must have demonstrated ability to read and interpret site plans and building elevations.

Licensing/Certification/Registration:

  • A valid driver's license is required prior to appointment & must be maintained during employment in this class.

  • Must qualify for prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Public Driver Certification.
