The Parks, Recreation and Community Services Department is actively seeking a
Recreation Specialist.

This is technical work at the working supervisor level in developing, implementing, monitoring and overseeing recreational, leisure, social and athletic activities and programs. The work requires a knowledge of the methods, techniques, practices and procedures associated with developing and implementing recreational, leisure, social and athletic activities and programs which involves the use of specialized skills which is acquired through a combination of specialized training and considerable on the job experience. Assigns, schedules, trains, monitors, directs, reviews, and evaluates the work of assigned staff and volunteers. Contacts require skills in understanding and/or influencing others and are important in providing services to participants and in guiding other employees, including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion or turn a situation around. The work is semi-routine in that tasks are covered by procedures or precedents, but some latitude is permitted to consider the most appropriate method, technique, or procedure to follow. The work is performed indoors and outdoors where there are some risks and hazards, but they are known, predictable and controllable. Physical activity is moderate with extended periods of standing or walking required. Operates vehicles, athletic equipment, and standard office equipment such as personal computer, using word processing, spreadsheet, database, and other related software, peripheral and electronic devices, copiers and calculators. The work is performed under general supervision where the work assignments are varied and, although subject to standardized practices and procedures, the worker is permitted some latitude to set own priorities subject to superior's approval.
Examples of Work
- Develops, implements, monitors and oversees recreational, leisure, social, homework assistance, and athletic activities and programs.
- Prepares schedules of activities and collects applicable fees.
- Assigns, schedules, monitors, directs, reviews, and evaluates the work of assigned staff and volunteers.
- Maintains required records on activities and participants for preparation of reports.
- Explains and demonstrates the methods, techniques and procedures associated with recreational and athletic activities and provides on-site and classroom training to assigned staff and volunteers.
- Schedules transportation for participants to different sites for field trips, sports competitions and special events.
- Inspects facilities and equipment to ensure cleanliness, safety, adequacy and maintenance needs and arranges for repairs or maintenance as needed.
- Administers emergency first aid when required.
- Operates motor vehicles, athletic equipment and personal computer using word processing, spreadsheet, database, and other related software, peripheral and electronic devices, copiers and calculators.
- Communicates clear direction, manages for results and leads organizational change.
- Assigns responsibility, takes corrective action, demonstrates leadership in valuating, developing and motivating employees.
- Demonstrates proficiency in the City of Jacksonvilles competencies.
- Performs related work as required.
Knowledge, Skills and Abilities
- Knowledge of the methods, techniques, practices and procedures associated with developing, implementing, monitoring and overseeing recreational, leisure, social, homework assistance, and athletic activities and programs.
- Knowledge of departmental policies and procedures.
- Knowledge of safety procedures and rules to be followed during recreational activities.
- Ability to develop, implement, and monitor recreational, leisure, social, homework assistance, and athletic activities and programs.
- Ability to assign, schedule, monitor, direct, review, and evaluate the work of assigned staff and volunteers.
- Ability to read, understand and apply written materials pertaining to recreational activities.
- Ability to maintain records and prepare reports.
- Ability to communicate effectively, orally and in writing.
- Ability to provide instruction and training in methods, techniques and procedures associated with recreational, leisure, social and athletic activities and programs.

Open Requirements/Supplemental Information
- Four years of education and/or experience in developing or overseeing recreational, athletic or educational activities and programs.
- Must pass background screening on a local, state and federal level as required by the State of Florida Children and Family Services.
LICENSING/CERTIFICATION/REGISTRATION:
- Must secure CPR and First Aid Certification within 6 months.
- A valid driver's license is required prior to appointment and must be maintained.
- Depending on assignment, a valid Class B with P Endorsement Commercial Drivers License (CDL), may be required within 90 days of employment, and must be maintained.
- Must qualify for prior to appointment, obtain and maintain during employment a City of Jacksonville Certification as a Public Driver.
OTHER REQUIREMENTS:
The probationary period for this class is twelve (12) months.
