Your Specific Responsibilities:

The Bureau of Vital Statistics provides for the statewide registration of all Florida vital record events, which includes all Florida births, deaths, fetal deaths, marriages, and divorces. The bureau issues more than 2.8 million certified copies annually. A centralized database allows all 67 counties to issue birth certifications, 1850 to present; death and fetal certifications, 2009 to present. Marriages, and divorces, 1927 to present, are available for certification from the state office. The bureau maintains more than 22 ½ million vital records. The bureau produces routine and special analysis and reports of vital statistics data; provides policy, procedure and monitoring of 67 county local registrars of vital statistics; 118 birthing hospitals; funeral directors, medical examiners and certifying practitioners; and numerous tax collector offices, in accordance with Chapter 382 Florida Statutes and Chapter 64V, Florida Administrative Code.

Position Description:

This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

Responsible for planning and directing research and statistical activities for statewide vital statistics data services. Supervises and coordinates the data use agreements for research activities of statistical personnel involved in the preparation and analysis of current and past trends of vital statistics data used in the planning, monitoring, and evaluations of health programs. This includes, but is not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning, and directing their work, approving leave, and taking disciplinary action as appropriate. This also includes preparation, review, evaluation, and approval of monthly, annual, periodic special research studies and reports used to present vital statistics data to department program staff, other state agencies, the federal government, research, and public requests. The incumbent serves as advisor/consultant to data users in the interpretation and application of vital statistics data and techniques. This involves determination of most cost effective medium of making data available in a timely manner and consultation on appropriate analytical techniques for interpreting and presenting these data.

Responsible for assisting in the computer programing, planning, directing, and evaluating the statewide vital statistics system and data for registration, processing and compiling of data from vital records. This includes designing and maintaining computerized information systems for indexing, archival and certification of vital records as well as providing statistical data for analyzing, monitoring, and evaluating health programs. These activities involve evaluating and system analysis for the vital statistics system and data, for effectiveness, identifying needs of statewide information system, and making recommendations and plans for system and staff support required to meet program objectives.

Responsible for planning, evaluating, and coordinating activities involved in developing and maintaining vital statistics computerized and manual systems. This includes computer programing for the development and preparation of a vital statistics processing instructions manual for statistical processing and record layouts required to meet state requirements as well as federal requirements for the Centers of Disease Control (CDC), National Center for Health Statistics (NCHS), Social Security Administration (SSA). In this regard, the incumbent will plan, coordinate, and maintain the computer information systems and design as well as scheduling of vital statistics data service with all external partners such as the CDC, NCHS, SSA, various State Agencies. Computer Information Data Center relative to data creation editing, creation of index/certification files, and production of monthly and annual statistical information.

Responsible for computer programing, developing, maintaining and evaluating quality control system to monitor accuracy of statistical data from source document to data entry through statewide vital statistics system and data processing in order to meet local, state, federal and the National Association for Public Health Statistics & Information Systems (NAPHSIS) Quality Control requirements.

Coordinates and programs a wide variety of studies and sample surveys utilizing vital records. This includes data quality, public information requests, training, programming, planning, and assisting personnel involved in the information and system analysis in order to tabulate and identifying resources and making adjustments necessary to meet user needs.

Performs other related duties and assignments as required.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

  1. Knowledge of records management system standards and procedures.

    1. Knowledge of Florida Statutes and Florida Administrative Code.

    2. Knowledge of the Department of Vital Records Registration and code manuals.

    3. Ability to supervise clerical and technical staff engaged in records management system.

    4. Ability to provide training and assessment.

    5. Knowledge of medical terminology

    6. Knowledge of International Classification of Diseases (ICD) coding rules and regulations.

    7. Skill in operating office equipment including a personal computer, 10-key adding machine, copy machine, fax machine and all Microsoft Office products such as Word, Excel, Outlook etc.

      Minimum Qualifications:

    Excellent customer service skills and knowledge of Office 365 products such as Word, Excel and Outlook. Knowledge of Statewide E-Vitals System.
