SUMMARY: This position is responsible for the development, implementation, and execution of the company's procurement needs, procedures, processes, & strategies and will manage the procurement team to meet these objectives, delivering best-in-class support to its internal railroad teams and ensuring compliance with regulatory requirements and company policies. This position ensures the procurement team --- working closely with other departments --- identifies item / service needs, selects vendors, negotiates and executes contracts, oversees PO generation, and other related activities tailored to both the railroad industry and the company's goals.

RESPONSIBILITIES:

• Vendor Selection: Lead the procurement team and internal stakeholders to develop accurate, complete, and timely bid proposals. Manage the internal review of vendor proposals, ensuring selections based on cost efficiency, reliability, risk management, and long-term goals. Identify, negotiate and roll-out company-wide vendors for high-volume and/or high cost items. Optimize timelines and timeliness of vendor selection to minimize potential risks, price increases, or project delays.

• Strategic Guidance: Provide key inputs for building capital budgets across the railroads. Provide regional and corporate finance teams with analysis of spend, trends and make recommendations for initiatives. Develop benchmarks and KPI' s to better understand company spend for engineering, mechanical, fuel, vehicles, and all other areas. Optimize pricing contracts and one­time purchases to reduce overall expense.

• Team Management: Manage the procurement team to deliver best-in-class procurement processes, strategies, and efficient, reliable sourcing. Develop benchmarks to ensure procurement team goals are met in advance of any railroad or company deadlines. Supervise daily operations to meet deliverables, manage workflow, and uphold regulatory requirements and company policies. Foster a high-performing and collaborative team culture.

• Workflow: Accountable for procurement workflow, including vendor contracts, POs, approvals, discrepancies, changes, invoice fulfillment, etc .... to ensure the field and company are able to execute work activities and projects. Ensure the workflow is optimized for timely payment, proper accounting, and reductions in company-wide administration.

• Cross-Functional Support: Direct the procurement team as it supports and collaborates with internal stakeholders --- including engineering, mechanical, finance, operations, and legal --- to ensure timely, accurate, complete, cost-efficient, and reliable procurement-related processes and strategies. Ensure procurement supports the railroads and other teams in support of their needs and the company's business objectives.

• Supplier Relationships: This role will develop strong personal relationships with key suppliers. These relationships should foster the company's pursuit of quality, reliability, and cost­effectiveness both to meet immediate procurement needs and to support long-term strategy.

• Risk Management: Identify and mitigate risks in the supply chain/market conditions to ensure the company meets its short and long term business goals.

• Technology and Continuous Improvement: Support continuous improvement initiatives for the procurement team and other internal stakeholders. Serve as Business Owner of Procurement Module in D365 including maintenance of item master data, while also identifying areas for D365 improvements and opportunities.

• Compliance: Ensure all procurement activities comply with railroad-specific regulations, including safety and environmental standards set by organizations like the Federal Railroad Administration (FRA).

• Ethical Standards: Uphold and promote ethical practices across all procurement activities.

REQUIRED SKILLS AND/OR EXPERIENCE:

• Experience in both procurement/procurement-related activities and leading high-performing teams

• Ability to interact and collaborate with all levels of management across different functional units

• Strong oral and written communication skills

• Experience with ERP System; Microsoft D365 preferred

• Excellent skills in Microsoft Word, Excel, Power Point, etc...

• Ability to function and complete assignments in a multitasking environment

• Solid strategic, analytical, organizational, and leadership skills

• Strong attention to detail

REQUIRED EDUCATION AND/OR CREDENTIALS:

• Bachelor's degree in a relevant field or an equivalent experience; advanced degree preferred
