Civil Engineer – Mid Level

JOB DESCRIPTION

General Purpose:

These individuals will evaluate damaged public facilities and infrastructure and to recommend methods of repair or replacement pursuant to FEMA’s law, regulations, and policies on eligibility. The Contractor must estimate the cost of repair or replacement of large projects, utilizing industry standards and FEMA’s Cost Estimating Format (CEF). Technical specialists with a working knowledge of EMMIE, FEMA’s current system of record, are preferred.

Key Tasks and Responsibilities ( The duties listed are not exhaustive. )

· These individuals will conduct site inspections for sites to validate infrastructure damage and record detailed damage descriptions during the inspection. Specific tasks include:

· Communicating and coordinating with other PA staff involved in the PA Program delivery process for Applicants

· Performing accurate quantification and detailed description of disaster related damage, including debris

· Taking representative photographs that depict damage claims

· Completing sketches of sites to supplement photographs and capture profile and cross sectional perspectives

· Writing a detailed damage description

· Obtaining the Applicant representative’s agreement that all disaster-related damage was described and quantified correctly

· Delivering the completed site inspection information to the Site Inspection Task Force Leader and Program Delivery Manager in a timely manner

· For sites with major damage (e.g., destroyed facilities; facilities with extensive damage; facilities with significant damage to mechanical, electrical and plumbing components, etc.), technical specialists will perform the following additional tasks:

· Reviewing and analyzing professional architectural/engineering reports and designs or as-built plans

· Thoroughly documenting analyses in writing

· Developing scopes of work, including related code and standard requirements

Education & Training

· A bachelor's degree in civil engineering from an accredited school with one to five years of experience.

· Civil Engineers must have education and experience in civil engineering projects, such as roads, bridges, storm/sewer design/construction, levees, retaining walls, and/or infrastructure projects.

· The technical specialists will assess damages, develop a repair scope of work, and provide an estimate of the work required to repair recorded damages for facilities included above. The technical specialists may provide technical recommendations regarding hazard mitigation approaches and cost estimate for said mitigation approaches

Knowledge and Experience

· Civil Engineers must have a background in the support of emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly-owned facilities, such as: roads, bridges, coastal structures, municipal buildings, police and fire stations, water/wastewater treatment plants, etc., including Private Non-Profit facilities such as hospitals. Must have the ability to review plans and specifications. Knowledge of program and SRIA/PAAP procedures is desired.

Core Competencies

Skill in both verbal and written communication.

Ability to operate a computer. The successful operation will include the retrieval of e-mail and opening various attachments on a daily basis.

Working knowledge of Excel, Word, Adobe, and Outlook required.

Ability to communicate well at all levels of the organization.
