This vacancy is located in theHuman Resource DepartmentofLDH/OAAS/VILLA FELICIANA MEDICAL COMPLEX in Jackson, Louisiana. This position may be filled by a Probation or Promotion of a permanent state employee.

The salary can be higher than the minimum depending on experience.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Three years of experience in which clerical work was a major duty.

SUBSTITUTIONS:

Training in a business or clerical-related curriculum in a business school or technical institute will substitute for the required experience on the basis of six months of training for six months of experience for a maximum of one year of the required experience.

Completion of a business or clerical-related curriculum in a business school or technical institute will substitute for a maximum of one year of the required experience.

College training will substitute for the required experience on the basis of 15 semester hours for six months of experience.

NOTE:

Business or technical school training with less than completion will only be credited in six month increments. Similarly, college training will only be credited in 15 semester hour increments.

NOTE: Any college hours or degree must be from an accredited college or university.

Job Concepts

Function of Work:

To perform complex, often specialized, paraprofessional duties that require independent judgment to accomplish in support of the staff members and/or operations of an organizational unit or program.

Work requires individual discretion in the application of policies and procedures. Duties increase in scope and complexity, and consist mainly of departmental-program duties.

Level of Work:

Advanced.

Supervision Received:

General from higher-level clerical and/or supervisory personnel.

Supervision Exercised:

May supervise 1-2 lower-level personnel.

Job Distinctions:

Differs from Administrative Coordinator 3 by the presence of paraprofessional duties that involve a higher degree of specialization, complexity, and/or independent judgment.

Differs from Administrative Program Specialist--A by the absence of professional-level duties that involve a variety of administrative functions or management of a departmental or statewide program.

Examples of Work

Responsible for time management for 20+ departments, approximately 85+ employees, that includes; fixed time entry, various shifts, shift differential, premium pay, on-call, and overtime. Reviews documentation in comparison to original timesheets for accuracy and errors. Completes bi-weekly audit to ensure compliance with FLSA, FMLA requirements, Department Regulations and Villa policies. Ensures all documentation such as leave slips, overtime reports, fixed time entry reports, etc. is completed and submitted with time and attendance sheets. Collects and distributes source documents supporting payroll entry.

Responsible for input of time and attendance via LaGov HCM On-Line System for positive employees and verification of accuracy of payroll against reports generated from LaGov HCM against original timesheets with supporting documentation. Prepares and submits prior period adjustments for corrections to previous pay periods when necessary.

Responsible for manual entries into LaGov HCM due to holidays and special leave events; Hurricanes, Covid, etc. Maintains reports for accuracy and auditing purposes.

Orients employees and interprets Civil Service Rules, State and Federal Law and Department Regulation governing time and attendance (overtime, shift differential, premium pay, etc.). Provides explanation to employees questioning their remuneration statements in regards to time and attendance.

Responsible for daily entries into the Long Term Care System for direct care staff. Reporting hours of work for each employee and reporting to CMS, governmental system, quarterly.

Responsible for entries in the EED system as needed for Emergency Preparedness updates. Updates are required monthly and twice monthly during Hurricane Season, May-November. Obtains and maintains employee information for Emergency Preparedness entries.
