Facilities Management (FM) provides maintenance, grounds, and custodial services to the entire campus. FM serves as a partner within the zone structure for the Contract Colleges (CC), Endowed (EN), and Student and Campus Life (SCL) zones.

As a key steward of the University's facilities, FM is responsible for facility assessments, skilled trades, general construction, building care, grounds, recycling, asbestos, and the management of planned, corrective, and preventive maintenance.

Duties and Responsibilities:


The Facilities Management (FM) Quality Assurance Program Manager coordinates Quality Assurance services are critical to the safe, reliable, and functional maintenance operations provided by Facilities Management. Develop quality assurance inspection scope of services for Facilities Management technical subject matter experts (SME's). In collaboration with the Quality Assurance Program Manager for Facilities Engineering, the FM QA Manager shall engage Facilities Management SME's and Project Teams, to identify high value or high return on investment systems and materials where technical quality assurance inspections will extend the service life and performance of the system or material. Develop and track Technical Quality Assurance inspection schedule and resourcing related to key systems, equipment and materials. Conduct construction site visits to collect information as required for design or building assessments. Manage field inspection information and shops walkthroughs, collect deficiencies and upload them to eBuilder for follow-up by the project team. Develop collaborative working relationship with campus stakeholders including Project Managers, College and Unit Representatives, Facilities Engineering, Energy and Sustainability, Contracts Office, the University Architect and Facilities Management.


Project Stewardship - Develop and incorporate quality assurance technical inspection procedures and best practices for consistent project engagement processes and turnover requirements. . Perform and coordinate design review services for capital projects in collaboration with subject matter experts within the Facilities Management department. Engagement in the red zone checklist and facilitation of turnover and closeout requirements as they relate to the Facilities Management organization. Incorporate quality assurance lessons learned and best practices related to Facilities Management into the Cornell University Design and Construction Standards.


Manage and track budgeted hours for design and construction review and inspection services provided by Facilities Management hourly staff. Develop budgeted hours for each project and track resource allocation compared to budget. Provide budgeted hour reports and updates to project stakeholders. Attend weekly hub meetings.

We require these qualifications:

  • Associate's degree and 3 - 5 years experience in engineering technology, construction technology or related field and at least 5 years relevant experience in design and construction or equivalent combination of education and experience.
  • Working knowledge of current codes and industry standards in discipline (NYS Building Codes).
  • Technical knowledge of design and construction industries.
  • Must be knowledgeable of building systems and construction estimating.
  • Ability to comprehend construction drawings and specifications.
  • Experience with writing technical specifications, and multidiscipline drawing coordination.
  • Must demonstrate the ability to develop and maintain effective working relationships.
  • Ability to participate effectively in teams, set priorities, and exercise good judgment.
  • Ability to participate in multiple projects with varying scope.
  • Must possess effective organizational, prioritization and multi-tasking skills.
  • Must possess effective oral & written communication, interpersonal, and organizational skills.
  • This position does not have assigned supervisory authority, however will work directly with support personnel (outside consultants, Project Managers, Facilities Engineers) while providing functional direction.
  • The position requires frequent construction site visits where odors, dust, noise or physical hazards are present.
  • Must have and maintain a valid US driver's license; may be required to operate a motor vehicle (your own vehicle or Cornell-owned) to travel to/from job sites.
  • Experience in and/or demonstrated commitment to supporting diversity, equity, access, inclusion, and wellbeing.
  • Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds.

  • Bachelor's degree in Engineering or a related field.
  • Ability to move projects to successful conclusion.
  • Experience with Construction inspections and quality assurance.
