This individual will deliver a community- and school-based youth development program, in conjunction with similar programs throughout Tompkins County. This person will deliver educational youth programs that address locally developed priorities, using materials developed and/or identified by the 4H Issue Leader. This person is responsible for the planning (under direction of Issue Leader), implementation, and data collection for evaluation of innovative approaches to reach youth and families and to build community-wide support for youth and families. This person receives on-going support and supervision from and is accountable to the Sr. Administrator for Rural Youth Services, the 4H Issue Leader, and CCETC Board as the employer. CCETC committees may also provide program guidance and policy decisions. This person receives guidance from the local Youth Commission to implement and evaluate the program. This position will require supervision of program assistants and direction of volunteers and interns to meet program needs.

Required Qualifications:

  • Bachelor's Degree or equivalent education (Associate's degree with 2 years transferrable program/functional experience)
  • Experience relevant to the role of this position.
  • Demonstrated experience in organizing and implementing programs to meet the identified needs of youth.
  • Ability to motivate, develop and relate to middle and secondary school-age youth, grades five through twelve.
  • Ability to actively recruit participants for programs.
  • Ability to work as a team member with local planning groups, schools, professionals and support staff, youth, parents, volunteers, and representatives of other community agencies and organizations.
  • Ability to work independently and in an organized fashion.
  • Demonstrated ability to communicate with adults and youth as people of diverse educational and cultural backgrounds.
  • Ability to communicate effectively orally, in writing, and with electronic technology.
  • Ability to evaluate and document program participation and effectiveness.
  • Computer literacy; ability to generate resource materials, reports, fliers, etc.
  • Demonstrated ability to be in a supportive and empowering role with others.
  • Ability to work flexible hours including some nights, and weekends to accommodate meetings and delivery of educational programs.
  • Ability to carry supplies and equipment.
  • Ability to meet background check requirements and DMV check requirements, including possession of a valid driver's license.
  • Ability to meet travel demands of the position, including access to reliable personal transportation
  • Ability and willingness to drive CCETC's 12-passenger vans after training.

Preferred Qualifications:

  • Coursework in human services, education, recreation, or other related field
  • Progressive experience in managing youth programs.
  • Ability to participate in outdoor physical education activities, including occasional camping trips.
  • A resident of or familiarity with the community in which the Youth Development Program functions.


Program Responsibilities:

Program Delivery - 75%

  • As part of the delivery of the program, provide information about and access and linkages to local community resources for youth and their families which may include youth development programs, educational programs, youth summer programs, juvenile justice system and coordination with local recreation and youth programs.
  • Deliver high quality 4-H Youth Development educational programs and events that address local, regional and statewide 4-H Youth Development programming priorities with emphasis on Animal Science, Teen Leaders, Conservation, Shooting Sports, Plant Science, STEM (Electricity, Woodworking), and School Programming. Events and programs may require involvement of volunteers.
  • Once program priorities have been determined assist with identifying activities and resources necessary to implement initiatives and projects.
  • Develop youth leadership skills by encouraging and instructing youth in participation and decision-making within programs.
  • Assist other Youth Development Educators in delivering rurally-based programs in other towns as needed.
  • Interact with program participants representing CCE in a professional manner at all times.
  • Represent CCE before the public, community leaders, government officials, Cornell or other land grant universities in a professional manner as part of program delivery.
  • Implement a varied local youth development program, including life skill development, community service, and academic motivation, to address social / emotional needs of community youth as identified by the local Youth Commission.
  • Foster acceptance of the program by gaining community and school support in conjunction with the municipal youth commission / committee and CCETC staff.

Program Evaluation - 5%

  • Implement pre-designed evaluation tools to review the effectiveness of the Youth Development Program and recommend improvements and new directions through involvement of the participants and key partners (e.g. youth commissions, young people, parents, and volunteers).
  • Provide evaluation input to the Rural Youth Services Coordinator for reporting to CCETC Committees/Board, funders, and other stakeholders.

Administrative Responsibilities:

Direction - 5%

  • Provide input toward the planning for delivery of the program in conjunction with supervisor and 4H Issue Leader.

Management - 5%

  • Assist with training and direction of paid and volunteer staff including high school and college students.
  • Recruit participants using varied methods of communication.
  • Provide supervision for Program Assistant I, including participating in search committee, providing training, conducting performance evaluations, and providing feedback.

Coordination/Operation - 5%

  • Assist the Youth Commission as needed with activities to promote and support the youth development program by coordinating communication of program goals and activities to parents and schools and acting as a liaison between the groups.
  • Maintain records to document the program participation and impacts, including data base input and attendance as requested by the Rural Youth Services Senior Administrator
  • Submit and track monthly expenses and work within targeted budget with guidance from Supervisor.
  • Transport program participants on special outings and to and from programs as needed.

Professional Improvement and Other Duties as Assigned - 5%

  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes in programming and association priorities.
  • Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Extension programs and other duties as assigned.

  • Be familiar and strive to follow any applicable federal, state, local regulations, association health and safety policy/procedure/requirement and standard.
  • Act proactively to prevent accidents/injuries and communicate hazards to supervisors when identified.
