Job Description
PURPOSE OF ROLE
The Manager for Indirect Purchases deploys the operations of Safran Purchasing in order to cover all indirect purchases performed in the perimeter of the Indian HUB.
He has the mandate to implement two types of services:
Sourcing: Study of market and strategy, Request for Quotation, Negotiation, Contract signing and Contract claim resolution.
Tactical / Transactional: Creation, tracking and completion of Purchase Orders, minor negotiations and Purchase Agreements.
KEY DUTIES AND RESPONSIBILITIES
The Manager for Indirect Purchases may adapt the service level (Sourcing and Tactical / Transactional activities) depending on the opportunities and constraints in India. However, the Manager for Indirect Purchases must always be in capacity to guarantee:
the conformity of the whole Safran Purchasing process ;
the proper functioning of internal processes, control of activities, reliability of information, export control, trade compliance, raise awareness of ethics and of risk of fraud, preventing risk of collusion between buyers and suppliers, task sharing ;
and the application of Safran Group Procedures (GRP's).
The Manager for Indirect Purchases:
Develop the HUB's annual strategic plan for all the sites.
Build an organization capable of supporting the indirect purchasing needs and maintain a long-term plan to optimize effectively Indirect spend in India.
Oversee the Purchasing Department's execution of the annual plan and progress toward that plan as well as other Department goals.
Implement the Company's Purchasing Policies and Procedures.
Ensure compliance, inclusive of related systems, while maintaining a sustainable and efficient procurement operations process.
Collaborate with the General Managers across the Business Units in India relating to the execution of the strategic plan while developing operational metrics and a robust reporting system to capture cost savings and operational efficiencies.
Ensure that the contracts, invoicing and payment terms, for Indirect spend vendors, comply with corporate policies and guidelines.
Ensure that all work carried out / completed by the Indirect Purchasing Teams (Strategic, Regional, Tactical, Integration team) are compliant to meet the requirements of Internal Controls checks.
Recruit and develop members of the Indirect Purchasing team.
Guide and mentor staff on purchasing techniques; customer service and project management skills.
Encourage innovation and continuous improvement while implementing development opportunities to ensure the team possesses sufficient training and required skills to execute and support achievement of the Indirect Purchasing vision and plan.
Embrace a Category Management approach with a robust pre and post contract approach and the deployment of various e-sourcing tools and techniques.
Work with Safran's Global Indirect Purchasing Team (Corporate Team) on the Development and Implementation of relevant global strategies.

Job Requirements

The candidate has already demonstrated experiences in managing a team of indirect purchasing buyers in a complex environment.
She/he also demonstrated a strong capacity of adaptability to new context in a moving organization.
She/he is familiar with the habits and customs of India.
She/he shows a strong determination to implement changes in local management and to the processes
