About the Division of Water:

The Division of Water collects, maintains, and provides water resource information. This includes administering surface and groundwater resource assessments, alleviating flood disaster damages, regulating floodplain areas, reviewing dam and levee projects, and educating the community about water efforts and conservation.

Role Overview:

This position is a member of the Floodplain Management Section and serves as the primary point of contact for the communities participating in the National Flood Insurance Program (NFIP) located within an assigned region on the state. This position provides reviews and/or opinions on permit applications for construction in the floodway. This position manages the review/auditing of the communities' permitting program/processes within their assigned region. This position provides guidance to community officials in the implementation of their community's floodplain ordinance, in the resolution of compliance issues, and generally educating/assisting local officials with floodplain management concerns.

Salary Statement:

The salary for this position traditionally starts at $47,320.00 but may be commensurate with education or work experience.

A Day in the Life:

​The essential functions of this role are as follows:

  • Development of workshops, floodplain management training, and external media content.

  • Conducts outreach/training to public in both written and public presentations.

  • Understands & interprets relevant federal and state water resources laws, rules and regulations, procedures, policies, programs, and objectives that affect the programs related to floodplain management, water rights and project development.

  • Fulfills the requirements of the FEMA federal grant regarding the implementation of the NFIP throughout Indiana. 

  • Develops and conducts educational workshops for training community officials on the requirements of the NFIP and state floodplain management regulations.

  • Provides general technical assistance such as technical meetings with local officials, surveyors, engineers and the general public in the area of compliant floodplain management and development.

  • Assists the Federal Emergency Management Agency (FEMA) and the Department of Homeland Security on disaster response and recovery operations.

  • Reviews local floodplain management ordinances for compliance with NFIP requirements.

  • Serves as water resource project leader for teams to find and implement solutions to water resource problems.

  • Reviews construction plans, specifications, deeds, permits and data for technical elements relevant to conservancy districts, flood control revolving fund matters, state water resource projects, watershed districts, and technical supporting data for appropriate technical and financial elements.

  • Reviews submitted materials and prepared technical recommendations for action regarding Conservancy District and Flood Control Revolving Fund & Watershed Districts.

  • Maintains and reviews the Division's water well record database including USGS observation well network, water resources, ground & surface water rights investigations, registered water use location maps.

  • Updates federal and state databases for reporting tasks/grant accountability, community activity records & compliance.

  • Acts as a liaison & technical advisor for steering committees, River Basin Commissions, Watershed Districts, regarding program information and technical service in water resource.

  • Responds to inquiries, data requests, complaints from citizens, regulated communities, environmental groups, attorneys, engineers & government officials.

  • Compiles & analyzes water resource problems with various available water resource data.

  • Administers the programs for statutory well driller and pump installer licensing and continuing education, significant water withdrawal registration & use, water sales including conducting public meetings.

  • Evaluates hydrologic information with ground-water data, water withdrawal facility data & streamflow.

  • Analyzes and interprets field data pertaining to inspections & investigations for well complaints, observation well networks data, water use reports & annual water use data.

  • Assists with related pertaining to Great Lakes-St. Lawrence River Basin Water Resources Council.

  • Prepares reports, letters/memos on findings including submission to the Natural Resources Commission concerning ground-water conflicts.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • A Bachelor of Science degree in public affairs, Natural Resources, Water Management, Natural Resource Management, Public Affairs, Biology, Geology, Geography, water resource planning, or environmental science or other related major and practical applicable experience.

  • Certification as a Floodplain Manager (CFM).

  • Practical knowledge of the basic principles and practices of hydraulics, hydrology, geology, environmental science, water conservation and efficiency and water well construction

  • Understands and interprets relevant federal and state water resource laws, rules, procedures and policies regarding floodplain management.

  • Broad knowledge of, and ability to apply, planning principles, theories, practices and concepts to water planning.

  • Ability to apply organizational skills to prioritize multiple projects and to complete assignments within limited time schedules.

  • Ability to read and interpret a variety of maps including United States Geological Survey topographic maps, floodplain maps, state and county road maps, county plat books, construction plans, surveys, specifications, design reports, and technical supporting data for appropriate technical and financial elements.

  • Ability to observe and record accurate hydrologic data in the field and to compile and plot data in readily usable formats.

  • Ability to utilize computers for tasks such as database entry and database maintenance, research, presentations, tracking, research, presentations, composition and using Geographic Global Information Systems (GIS) software.

  • Ability to create and develop policies, ideas, scope and plan elements relative to areas of responsibility for projects and programs.

  • Ability to establish and maintain effective relationships with associates, consultants, governmental representatives, and the general public.

  • Effective verbal and communication skills.

  • Ability to travel overnight or occasionally work beyond normal workday hours.

  • Have superior interpersonal skills, strong professional judgment, and be customer service oriented.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
