Summary The Management and Program Analyst of HAS, the primary purpose of this position is to improve the quality, efficiency, and effectiveness of Health Administration and programs necessary to achieve the highest level of patient care. The incumbent acts as the Management and Program Analyst for assigned clinical and administrative support areas under the umbrella of Health Administration Service. Responsibilities The position has primary responsibility for the administrative and operational management of the services and programs of the Health Administration Service (HAS) at Veterans Health Indiana (VHI) which includes the main site (Richard L. Roudebush VA Medical Center) and six satellite clinics. The incumbent is responsible for the development, implementation, and evaluation of the personnel management, coordination of staff development activities, and clinical operations. The incumbent is responsible for procurement as applicable, and serves as Contracting Officer Technical Representative (COTR) for contracts under HAS, as applicable. Provides administrative, technical, resource utilization and financial management of the administrative functions and operations of the service. The incumbent is responsible for HAS compliance with The Joint Commission (TJC) standards related to Environment of Care (EOC). Disseminates and/or collects information to and from administrative and clinical personnel concerning VA Directives, reports, policies, plans, procedures, methods, and actions of an administrative nature through all the service settings of the HAS. The incumbent works closely with the Ambulatory Care and Processing leadership and service leadership across the facility to ensure the mission and vision of HAS is met. The position may require work on weekends and non-administrative hours. The incumbent provides technical advice and expertise to the RLRVAMC and management concerning patient processing activities and legal entitlement/eligibility for services. Performs administrative work, which includes management of an office's schedule or day-to-day plans. Incumbent is delegated authority under the AC&P Chief to make procedural changes, decisions, workload assignments and commitments within the section. Incumbent assigns work requirements to ensure adequate coverage/staffing is available, coordinates activities, maintains workflow, ensures consistency in system operations, and resolves complex technical work issues not covered by established policies and/or VHA directives. The incumbent seeks to resolve differences between administrative personnel and clinical staff in a professional, consistent manner. The incumbent is responsible for the recruitment of personnel within the staff at the main West Tenth Street location and surrounding offsite clinic locations and will directly mentor and ensure leadership and supervisory training development of these staff during the fiscal year. Incumbent oversees the on-call schedule and maintains super-user access to the on-call scheduling management platform. Updates and maintains training materials. Adjusts and fixes on-call scheduling issues in a timely manner, as they arise. Incumbent maintains responsibility for personnel duties such as staffing, recruitment, and the maintenance of timecards, which are processed for everyone within the Services Section. The incumbent ensures that timecards are reviewed for accuracy and posted in accordance with established guidelines of the Office of the Chief, HAS, and within the constraints necessary for timecard certification deadlines. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
