Defense Finance and Accounting Service LEAD FINANCIAL SYSTEMS ANALYST in Indianapolis, Indiana

Summary Who may apply: Current, permanent DFAS employees in the competitive service, eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees. Responsibilities Serve as a Lead of team responsible for system access management and user provisioning as well as Access and Defense Agencies Initiative (DAI) help desk reporting, table maintenance, testing and writing system change requests. Monitor, test, and provide feedback on effectiveness of internal controls; supporting audit engagements; develop and implement corrective actions when deficiencies found. Reviews and validates Risk Managment Internal Control (RMIC) and Federal Information Systems Control Audit Manual (FISCAM) access controls in accordance with Department of Defense (DoD) and Agency policies. Identifies weaknesses and problems and develops recommendations for revisions or modifications to existing business processes to improve effectiveness, efficiency and economy. Monitor customer service and access requests metrics and prioritize team workload to ensure operational health goals are consistently achieved. Serves as coach, facilitator and/or negotiator in coordinating team activities and workload while ensuring communication flows upward and downward. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as providing guidance to a system access management and user provisioning teams, tier two information system help desk; collaborating with supervisor to communicate the goals, objectives, and work plans to the team. Extensive experience with agency audit and internal control requirements, role as a lead responsible for audit preparation by internal control testing, implementing corrective action plans and leading audit engagement walk-throughs. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. Education Education is not substitutable for specialized experience at this grade level. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. The Security Designation will vary and dependent upon position and may require a secret clearance or higher.
