Position Summary

Under limited supervision of the Deputy Chief Probation Officer, the director will coordinate and oversee all aspects of the Marion County Family and Youth Intervention Center which includes developing and implementing the goals and objectives to meet the mission and purpose of the newly established resource for Marion County which will provide a 20-bed facility for youth and operations 24/7 365 days per year. The director will be responsible for program development, planning, organizing, coordinating, and monitoring the activities related to the center. The director will provide direction and oversight for the program, staff assigned, funding resources, and service providers and outside programming in the center. This position requires considerable initiative and independent judgment in managing multiple priorities and coordinating work activities to meet schedules and goals.

Position Responsibilities

  • Supervise and coordinate the activities of the Family and Youth Intervention Center.

  • Assist in hiring, training, staff development and performance feedback for staff assigned to the center.

  • Assist in securing and maintaining licensing of the center from the Indiana Department of Children’s Services.

    • Identify grants and funding resources and complete grant applications for continued support of the center and manage grant awards including the completion of required reports.
  • Assist in development, implementation, and oversight of the center budget.

  • Collaborate with court, probation department leadership and City-County procurement staff for any necessary Requests for Proposals (RFP) for services offered at the center.

  • Prepare management reports and ad hoc reports as required or requested regarding the status of the center’s programs and services.

  • Oversee assessments and care plans conducted by center staff.

  • Ensure compliance to any contracted service providers by monitoring quality assurance standards, service performance and documentation.

  • Conduct and participate in special administrative and operational studies or projects.

  • Provide training and technical assistance to court, probation and stakeholders regarding the center and its’ efforts.

  • Educate and remain current on assessment center research and best practices in various areas of the service needs for youth, families, and the community.

  • Develop, collaborate, and monitor performance indicators and analyze and share observations through data regarding referrals, programming, and outcomes.

  • Performs other duties and projects and duties as necessary.

Qualifications The successful applicant must be at least 25 years old, possess a minimum of an accredited master’s degree in social work, counseling, or a related human service area of study. The applicant must also possess one of the following requirements: (1) Four (4) years of supervisory and administrative experience in child welfare agency or therapeutic setting that serves children; (2) One (1) year of supervisory experience in a supervisory capacity and a current license issued by the behavioral health and human services licensing board as, one (1) of the following: a clinical social worker, a marriage and family therapist, a mental health counselor, or a social worker with a master’s degree or a related field as determined by the Department of Children’s Services. The ideal candidate may also possess the following preferred skills:

  • Knowledge of interviewing, counseling, observing, and collecting data from individuals.

  • Knowledge of the principle and practices of the juvenile justice system with an understanding of the cultural, societal, and systemic issues impacting juvenile delinquency, such as substance abuse, domestic violence, and mental health issues.

  • Skilled at communicating and collaborating with multiple agencies and stakeholders, building, and leveraging alliances.

  • Experience supervising teams and leading activities.

  • Experience developing and implementing trainings.

  • Ability to effectively manage time and resources.

  • Organized with attention to details and deadlines, responsive, follows up and follows through with responsibilities.

  • Ability to identify pressing needs and prioritize those as needed, without losing track of other tasks and responsibilities.

  • Demonstrated ability to organize, oversee, and complete multiple projects simultaneously with limited supervision.

  • Ability to communicate effectively at all levels, both written and oral, with a wide range of stakeholders to promote trust, collaboration, and partnerships.

  • Ability to write professional correspondence, reports, and grants.

  • Ability to speak to large and diverse groups both in the profession and in the community.

  • Ability to remain solution-focused and respectful in all interactions with staff, clients and stakeholders.

  • Ability to travel in and out of state as needed.

  • Knowledge of current office technology and systems, with the ability to acquire additional knowledge and skills.

  • Knowledge of the effects and symptoms of physical, sexual, and emotional abuse and crisis intervention methods and techniques.

  • Skilled in the areas of self-control, patience, initiative, courtesy, tact, and diplomacy.

  • Ability to consistently demonstrate sound ethics and judgment.

  • Understanding of culturally specific resources available within the local community and state.

  • Knowledgeable of contemporary social and economic conditions, regulations, guidelines, community social service programs and resources, as they relate to the justice system and licensing requirements.

  • Possess a valid Indiana Driver’s License.

Additional Information:

  • This position reports directly to the Deputy Chief Probation Officer with Juvenile Services focus and works closely with the Marion Superior Court Chief Probation Officer and all courts and probation staff.

  • Appointment to this position constitutes an at-will relationship between the person appointed and the appointing authority (Chief Probation Officer). Therefore, a person appointed to this position may be reassigned/demoted to any other position within the court (for which that person is qualified to serve) at the discretion of the appointing authority (Chief Probation Officer) based upon reasonable cause/justification as determined by the Chief Probation Officer. Such reassignment/demotion may result in an applicable pay/benefits adjustment.

Marion County residency is required within six months of date of hire.

Salary enhancements are available for bi-lingual skills.
