Position Summary
The purpose and mission of Animal Care Services is advocating animal welfare, adoption, and rescue. The agency does this by protecting and promoting the health, safety, and welfare of pets and livestock in Marion County. The agency is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the constituents of Indianapolis and Marion County.
This position is responsible for supervising the enforcement operations for ACS which includes managing a team of ACS control officers and customer relations officers. The incumbent will work to ensure compliance with animal related ordinances for the city. Incumbent will also manage the daily operations and is expected to work closely with shelter team members, volunteers, other city agencies, divisions, and other animal welfare groups along with the general public. Independent judgment and actions are an essential part of the incumbent's position. The incumbent's other actions are dictated by established policies and procedures, civil and criminal laws, and the codes established by the city and county. The incumbent in this position will be required to work on call hours on a rotating basis. Incumbent in this position must be 21-years old and possess a valid driver’s license. Position reports to the Manager Enforcement Operations.

Position Responsibilities
Provides supervision, training, and assistance for all enforcement team members including performance evaluations
Monitors officer activity through review of daily paperwork, coordination with officers, other personnel, and the public
Initiates disciplinary actions and commendations as appropriate with the concurrence of the division director or operation manager
Provides assistance and recommendations to manager in preparing information, policies, and procedures for implementing changes within the division based on knowledge of current and changing needs
Maintains consistent and continual contact with attorneys, judges, and justices-of-the-peace to assure division team members are following correct legal courses of action and providing all appropriate and necessary information to enhance successful court outcomes.
Guarantees all citations and complaints are properly completed and are accompanied by written reports and other documentation and delivered to appropriate courts or attorneys in a timely fashion
Maintains status logs of all reports and provides initial and follow-up action is completed
Ensures all cases are followed through and concluded through interaction with field officers and other staff as appropriate
Ensures all bite cases are properly closed and filed immediately upon expiration of quarantine period
Ensures appropriate procedures are followed with the State Health Department for testing of rabies suspect specimens
Responsible for providing city and county health department with reports and information according to policy
Investigates citizen complaints concerning ordinance violations through field Investigation, animal impound, issuing citation, verbal, and written warnings, and initiating court information
Provides testimony in court when subpoenaed using division records, personal observations, and knowledge of division policies and procedures, appropriate ordinances, and state laws
Provides assistance to field officers as necessary to maintain appropriate level of response to citizen complaints and manages special assignments as required
Investigates complaints concerning animal related facilities within the community which are regulated by animal services pursuant to ordinance
Ability to effectively address hostile situations involving citizens and the ability to manage all types of animals, including stray animals, animals with aggressive temperaments, and vicious animals
Maintains daily records of each animal impounded to ensure impounded animals are returned to rightful owner
Inspects pet shops, kennels, breeders, and special events for licensing and suitable conditions for animals
Euthanizes animals and when necessary, prepares a specimen for the State Board of Health for rabies testing
Provides general assistance to all agencies and divisions within the city and county
Must maintain confidentiality at all times

Qualifications
One (1) year of work-related experience, or a related field with six (6) months of experience in a supervisory capacity. Must be qualified to receive and maintain special police powers including the successful completion of any necessary training. Incumbent must possess the ability to learn and apply applicable criminal and civil laws and evidence processing techniques. Must possess and demonstrate a high degree of organization, planning, and critical thinking skills. Must possess and demonstrate the ability to effectively present court testimony. Must have proven leadership skills with the ability to motivate and lead a diverse group of team members. Must adhere to state and local laws, codes, regulations, and occupational hazards. Must have great communications skills both orally and written and be able to adapt to different tones and messaging to meet the needs of different audiences in different settings. Must be able to work under extremely stressful conditions. Must exhibit tact in collaborating with other professionals and team members. Must have knowledge of Microsoft Office.
Preferred Job Requirements and Qualifications
Associate’s Degree in Social Services, Public Administration, Business Management, or a related field with six (6) months of experience in a supervisory capacity and one (1) year of work-related experience. A background in social services or animal welfare experience is a plus. Must be qualified to receive and maintain special police powers including the successful completion of any necessary training. Incumbent must possess the ability to learn and apply applicable criminal and civil laws and evidence processing techniques. Must possess and demonstrate a high degree of organization, planning, and critical thinking skills. Must possess and demonstrate the ability to effectively present court testimony. Must have proven management skills with the ability to motivate and manage a diverse group of team members and experience managing and working with union team members. Must adhere to state and local laws, codes, regulations, and occupational hazards. Must have great communications skills both orally and written and be able to adapt to different tones and messaging to meet the needs of different audiences in different settings. Must be able to work under extremely stressful conditions. Must exhibit tact in collaborating with other professionals and team members. Must have knowledge of Microsoft Office.
