Position Summary
Position is responsible and accountable for the leadership of the enterprise applications portfolio, including strategy, project management, technical leadership, and operational management responsibilities. Manage the development, support, maintenance, administration, ongoing enhancements, and projects for enterprise and departmental applications. The incumbent in conjunction with other ISA leadership participates in strategic planning efforts, development of ISA goals and objectives and will provide overall strategic leadership of enterprise technology initiatives specific to Application Services.
This position will lead a team of approximately 1 - 3 internal and 42 external resources, and an operational and capital budget of approximately $10 Million.

Position Responsibilities
Contributes to the establishment and execution of the overall IT strategy and annual priorities, and direct the effective achievement of the Application Services goals and objectives.
Identifies and recommends opportunities to realize business value through enhancements to existing applications or implementation of new technologies. May evaluate, select, and implement new applications to meet business needs.
Leads or oversees key applications projects and initiatives and drive the successful execution of such projects. Manages scope, schedule, resources, cost, quality, risk, vendors/procurement, communication, and integration with other enterprise projects or initiatives.
Manages the ongoing operational support of business applications and interfaces between such applications.
Provides technical leadership and mentoring to applications staff.
Ensures appropriate applications architecture and design for new systems and upgrades/refactoring of existing systems.
Directs staff in providing effective support and administration for business applications including user support, training, administration, upgrades/patches, enhancements, validation, change management, release management, and assessment of new technologies.
Manages enterprise resource allocation to balance operational support versus projects, and facilitate prioritization of work with key business stakeholders and IT staff.
Establishes and monitors application service metrics to ensure that high service levels are maintained.
Defines and enforces IT policies, procedures, and standards and ensure applications are maintained in compliance with established privacy and security protocols.
Responsible for adherence to the City of Indianapolis' Policy and Procedure Manual regarding the hiring and termination of subordinates, planning and scheduling work by setting priorities and goals, reviewing and evaluating work product and performance, monitoring progress of work upon completion of assignments, directing the training of subordinates, and providing counseling and disciplinary action.

Qualifications
Master's degree in a technology or business field, or Bachelor's degree plus seven (7) to ten (10) years of related, progressive experience, including one (1) to three (3) years of management experience, or twenty (20) years of related, progressive experience including significant management experience. Certification in ITIL and/or PMP is preferred. This position requires excellent intrapersonal communication and facilitation, independent judgment and proven problem-solving abilities. Experience with Systems Development Life Cycle (SDLC) such as waterfall, iterative/agile and SCRUM preferred.
This position also requires superior organizational, time and project management skills in managing overlapping priorities. Responsible for leading the following technical application towers: Application Development, Support and Maintenance; Application Delivery; System Integration; Interfaces; Data Exchange and Warehousing; Deployment Strategies; Business Intelligence; Geographical Information Systems (GIS) Development, Support and Maintenance; Advanced Data Analytics; City/County Public Facing Website (indy.gov); City/County eBusiness Portals; and the City/County Intranet and Extranet.
Technical and Managerial Experience must include the following technologies: Microsoft Technologies (Visual Studio .NET, SQL Server Data Tools, Windows SDK), Microsoft MVC Framework, SharePoint administration and management, Development Languages: C++, C#, JAVA, VBA, VB.NET, JQuery and VB6, Oracle PeopleSoft Management, GIS Development and Support (ArcGIS and ESRI), Implementing Cloud computing, Oracle Forms, Oracle E-Business Administration, Oracle Database Administration, MS SQL Server Database Administration, Mobile Development Tools (iOS and Andriod), Backup Administration, Disaster Recovery Planning, Project Planning, Privacy and Security Administration.
