Summary:
R3 is seeking an individual to provide support to the Expeditionary Exploitation Unit ONE (EXU-1). The Security Specialist SME will support our Navy client across multiple security disciplines and with support requests, including Physical Security (PHYSEC), Access Control and PHYSEC Surveys; Personnel Security (PERSEC); Security Education Training and Awareness (SETA); and Information Security (INFOSEC). This role involves a wide range of security tasks to support the Navy Activity Security Manager (ASM) who oversees the security program ensuring compliance with Navy and DoD instructions applicable to shore commands.
Responsibilities:
General Tasks:
Communicate professionally in English, both verbally and in writing, including instructions, briefings, training slides, reviewing or creating security guides, and reviewing established SOPs.
Read and write emails, use Microsoft Teams and SharePoint.
Develop and maintain positive working relationships with the Navy client.
Follow verbal and written directions from the ASM and the Contract Program Manager.
Maintain and organize security records and files regularly for new and departing employees.
Read, edit, and review the organization's security manuals, instructions, and SOPs, and help create new ones as needed.
Provide expert guidance and support in the planning and execution of security operations, including physical security, access control, and incident response.
Collaborate with naval leadership and other stakeholders to ensure compliance with security regulations and standards.
Monitor and evaluate security measures to ensure their effectiveness and make recommendations for improvements.
Support normal and recurring day-to-day, monthly, semi-annual, and annual tasks, inspections, and ad-hoc tasks related to the Security Division.
Perform any other duties that support the security program and the ASM.
Support performance of contract Performance Work Statement tasks as directed by the R3 Program Manager.
Complete annual training requirements (e.g., Cybersecurity Awareness, Insider Threat Awareness, Counterintelligence Awareness and Security Brief & etc.) required by the contract and R3.
Perform duties effectively with minimal supervision.
Physical Security (PHYSEC):
Conduct Monthly, Semi-Annual, and Annual Physical Security Surveys and update the related documentation needed for each PHYSEC check.
Conduct monthly documented alarm test for the restricted areas of the facility.
Perform periodic security container combination changes.
Track and maintain location and custodian data for security storage containers and gather inventory sheets from custodians when needed.
Track physical security-related work requests and trouble tickets for security alarm system issues.
Access Control:
Create, modify, and submit requests for badging, Visitors and SAAR.
Update Badge and CAC permissions for Building Access.
Update the monthly Personnel Roster and Quarterly Building Access Roster.
Perform duties as security escort and support visitor access as needed.
Personnel Security (PERSEC):
Conduct security check-in briefings, indoctrinations, debriefings, and manage access records in DISS.
Manage and update the Personal Foreign Travel Tracker with Personal Foreign Travel Notices, update DISS records, and debriefing notices.
Send Visit Requests, and check for inbound visit requests.
Run a monthly PERSEC Report in DISS to verify personnel match the monthly personnel roster.
Security Education and Training (SETA):
Complete NAVY Security Education and Training Awareness (SETA) compliance training requirements for contractors throughout the year.
Educate staff on the proper use and custodianship of classified materials.
Educate staff in destroying and recording destruction of classified materials.
Educate employees on how to mark, wrap, mail, or carry classified material.
Assist employees in packaging classified materials correctly as needed.
Provide classified courier training when requested and issue courier cards. Update the tracker.
Educate, train, and verify personnel are correctly completing SF700s for security containers, SF701s, and SF702s.
Information Security (INFOSEC):
Assist the ASM in developing and implementing an effective security program across various disciplines of security.
Qualifications:
Candidates should possess the Security Professional Education Development (SPēD) Certification at the time of hire or attain within 12 months of hiring.
Minimum of 5 recent years of experience as a security specialist or in a related security administration role, ideally in Navy Security Administration, another Military Branch Security Administration, DoD Security Administration, or Industrial Security.
Proficient in Microsoft Office Suite.
Possess strong facilitation skills, and excellent organization and attention to detail required.
Bachelor’s or Associates degree desired.
Relevant security training certifications and on-the-job experience will be considered valid credentials in lieu of a Bachelor's or Associate's degree.
Be able to work extended hours to support command security operations if needed.
Must be able to lift 50 pounds to waist level and move material up to 5 feet; be able to walk up and down flights of stairs and climb a ladder not more than 15 feet tall without needing special physical accommodation to conduct PHYSEC surveys and inspections.
