Idaho National Laboratory is hiring a Department Manager to work in our Communications and Modeling Department. Our team works a 9x80 schedule located out of our REC facility with every other Friday off. You will report to the Director, Communications Research Division.
Leadership direction for innovative technical research and program development to support DOE, DOD, DOJ, and DHS clients to include strategy and business planning consistent with N&HS strategic and goals, to a team of world class, successful R&D Scientists and Engineers.
Responsibilities Include:
Provide recommendations to the Director on cooperative opportunities with other INL Directorates (e.g., Nuclear S&T, Energy & Environment S&T).
Manage a team focused on modeling and simulation and the wireless testbed operation.
Advanced cellular research.
Electromagnetic Spectrum radio Frequency (RF) modeling.
Electromagnetic Spectrum identification and documentation.
Provide tailored support to governmental agencies, academia and industry.
Wireless policy expertise and the adoptions of secure and resilient communications technologies, RF modeling, and secure communications access across all critical infrastructure sectors.
Manage a team who research combining High Performance Computing, artificial intelligence, and quantum sensing with next-generation electromagnetic communications technologies.
Set department strategy and allocate resources within approved budgets for assigned business development efforts and strategic programs.
Accomplish established plans within approved budgets.
Negotiate business development goals.
Communicate directly with primary mission area clients on matters of scope, cost and schedule consistent with N&HS goals.
Negotiate performance criteria and associated measures.
Hire staff necessary to meet goals.
Perform all necessary personnel management activities within the department including recruiting, training, professional development, performance appraisals, salary reviews, and promotions.
Develop strategic short- and long-range plans and proposals.
Coordinate cross-over opportunities and resources with other departments in CRD (Wireless Research and Spectrum Innovation Departments).
Ensure work is performed in a safe, secure, cost-effective, and compliant manner, consistent with the INL mission, vision, values and procedures and within defined cost, scope, and schedule.
Hold staff accountable for performance.
Promote communication to develop mutual trust and teamwork. Anticipate change and adjust promptly and effectively.
As a leader in the N&HS Directorate, the department manager creates a culture of collaboration, innovation, inclusion, and diversity, with a focus toward professional development.
Further, you will direct department personnel, make work assignments with expertise and project complexity, conduct regular status updates on projects, and report progress or challenges to division management.

*Minimum Requirements: * * Baccalaureate degree plus 12 years’ experience.
Experience with research focused on wireless and communications technologies, RF modeling, employment, and protocols. Must have at least 8 years leadership/management experience.
This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, SCI, additional special accesses as required, which requires US Citizenship. Must be willing and able to complete polygraph examination.
*Job Information: *
The target pay range for this position is $150,672- $222,078 annually. The full pay range is $103,032 - $262,740. At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
