Technical Training & Development seeks to fill a manager, Bus Maintenance Training position within the Maintenance Training office. This role involves leading us in recruiting efforts to support WMATA¿s Rolling Stock organization. The ideal candidate will have demonstrated the ability to analyze problems, implement solutions, and increase productivity, transforming hurdles into positive results that enhance operational effectiveness¿recognized for honesty, ethics, and integrity across all professional experiences.

Maintenance Training, one of five training verticals under Technical Training and Development, is a collaborative hub that offers apprentice career pathways and skills training for Metro staff. In this role, you will work closely with clients and stakeholders across the agency, providing timely and clear communication to meet their needs. Your responsibilities will include monitoring costs and equipment needs, managing labs, serving on internal training and safety committees, and fostering a team-oriented approach to technical training.

The position will report to the Director of Maintenance Training and have managerial responsibilities for a team of instructors, Curriculum Developers, a Training Analyst, and a supervisor.

Minimum Qualifications

Education

Graduation from an accredited college or university with a Bachelor's degree in Education, Instructional Design, Maintenance Engineering or a related field

  • In lieu of a Bachelor's degree, four (4) years of training program development experience may be considered.

Experience

A minimum of five (5) years of experience delivering maintenance, engineering or technical training with at least two (2) years supervising employees.

Certification/Licensure

ASE Master Technician Certification

License

Possession of a valid motor vehicle operator's permit issued from the jurisdiction of residence.

In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Summary

The Manager, Rail Car / Bus and Equipment Instruction is responsible for establishing, managing and reviewing all maintenance training programs for Rail Cars, Buses and/or Equipment. The incumbent enforces WMATA's rules, regulations, policies and procedures, establishes and/or introduces innovative training standards/methods for new and existing maintenance employees in order to improve key performance indicators (KPIs) and workload measures to the standards of the assigned department.

ESSENTIAL FUNCTIONS

  • In compliance with established operational and safety requirements, manages and administers vehicle maintenance training and instruction for rail cars, buses, and/or transit equipment to ensure mechanics and technical employees are properly certified to perform the work required and to safeguard WMATA's revenue and non-revenue equipment and infrastructure.

  • Develops and regularly reviews policies, procedures and processes for training of mechanics and technical employees working in, on or around transit fleet vehicles inclusive of rail cars, buses or other transit related equipment.

  • Regularly reviews and evaluates the development of training personnel ensuring that the training staff is sufficiently equipped to perform their responsibilities.

  • Supervises and evaluates technical instructors and other training staff and develops and implements instruction standards and programs for the initial qualification and ongoing training of rail car or bus mechanics and other technical employees.

  • Establishes management objectives and performance indicators for both technical instruction and documentation programs in order to evaluate progress toward the achievement of established objectives.

  • Establishes comprehensive maintenance training programs with effective training policies and guidelines, using various instructional methods and settings, incorporating innovative and effective techniques, to ensure engagement of a diverse workforce and effective delivery of intended training objectives.

  • Proactively uses needs analysis, skills assessments, test validity and reliability of training programs through formal and informal means, by identifying training and documentation needs to ensure the effectiveness of the programs provided.

  • Develops and implements the use of training manuals and curricula, evaluation procedures, test instruments, simulators, mock-ups and training media to ensure that current modifications and new equipment are incorporated into all instructional programs.

  • Reviews and approves contractor training programs including, development of instructional specifications, review and approval of deliverables, scheduling, coordination and monitoring of instruction delivery, to ensure that contractor instructional curricula are effectively incorporated into the standard, ongoing bus, rail car and rail borne equipment instructional programs.

  • Develops, administers and implements effective vehicle maintenance mechanic selection and promotional exams, promotional eligibility standards and the promotion processing of maintenance mechanics, to ensure compliance with Federal regulations and guidelines, and Authority and departmental policies.

  • Provides standards, specifications and procedures for all bus, rail car and rail borne equipment maintenance activities, component procurements and contracting, to ensure consistency of training programs and the implementation of lessons learned during the delivery of training in future procurements of transit vehicles and related equipment.

  • Maintains current and historical technical library of all maintenance processes, procedures, standards, specifications and applicable documentation.

  • Provides instructional and documentation program analyses, milestones, technical reviews and statistical data compilation.

  • Provides monthly and quarterly status reports on various office measures to include budget, goals, activities, accomplishments and projections including forecasts and recommendations, to better evaluate past training maintenance, forecast needs and ensure the long-term success of instructional and documentation programs.

  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
