The Disabled Veteran Outreach Program (DVOP) Employment Counselor provides intensive services & facilitates placements to meet the employment & training needs of veterans, prioritizing service to special disabled veterans, other disabled veterans, & other categories of veterans in accordance with priorities determined by the Secretary of Labor (Secretary); review & analyze Career Center Veterans information through records, tests, interviews & observations; advise clients on such matters as creating employment plans & developing job search techniques; confer with agency staff & others on clients? behalf; conduct counseling interviews; respond to inquiries regarding eligibility for/benefits of/procedures related to various Career Center programs; act as liaisons to associated public & private service organizations; compile educational & other information as needed & perform related duties as required. ESSENTIAL FUNCTIONS: Review & analyze Career Center veteran information obtained through interviews, records, tests, & observation to determine employment & training interests, vocational aptitudes & abilities, barriers to employment, & eligibility for agency services & programs & to make appropriate recommendations. Compile occupational, educational, & other pertinent information to assist Career Center veterans in determining vocational & educational interests & goals. Conduct counseling interviews with veterans, prioritizing service to special disabled veterans, other disabled veterans, & other categories of veterans in accordance with priorities determined by the Secretary of Labor (Secretary); who have substantial &/or significant barriers to employment to (a) assess the type & extent of the barriers & accessibility to available resources; (b) guide & motivate clients & encourage new approaches to job seeking; & (c) assist clients in achieving occupational, vocational &/or training goals based on their needs & the services available,(d) coordinate supportive services. Advise veterans on such matters as job search techniques & processes, transitioning their skill from the military to the civilian sector, ways of dealing with barriers to employment, & specific courses of action to prepare for training & employment opportunities. Answer inquiries from veterans & other interested parties concerning agency programs & services: eligibility requirements, benefits of using them, procedures for enrolling, etc. Serve as liaison to private & other public organizations to promote Career Center programs & services, to exchange information, & to develop shared resources that will enhance services to veterans. Consult & coordinate with other appropriate representatives of federal, state & local programs for the purposes of developing maximum linkages to promote opportunities & provide maximum employment assistance to veterans. Develop & promote apprenticeship & other On-The-Job training positions for veterans. Develop employment & training opportunities for veterans through contacts with employers, especially small & medium size private sector employers. Provide appropriate assistance to community-based groups & organizations & appropriate grantees under other federal & federally funded employment & training in providing services to veterans; Provide appropriate assistance to other Career Center staff with responsibility for veterans in carrying out their responsibilities. Conduct outreach activities with the purpose of locating candidates who could benefit from intensive services & market these services to potential clients in programs & places such as the following: VR&E HVRP Homeless shelters VA hospitals & Vet Centers Civic & service organizations State Vocational Rehabilitation Agencies Refer veterans to appropriate training & employment opportunities; follow up on referrals; update client information & input data via computer See complete job description when applying
