Job Description

Job Summary:

The Timeline Change Officer (TCO) serves as the real-time expert on all NASA payload planning-related information for the International Space Station. Tasks and assignment tend to be highly complex, non-routine and/or require a greater level of expertise. Receives assignments in the form of objectives with goals and process to meet goals outlined. Duties are performed under very limited supervision. Works on items of unique complexity which require a high degree of ingenuity and innovation.

Essential Duties and Responsibilities include the following. Other duties may be assigned:

  • Coordinating with NASA control centers, International Partners, and NASA Payload Developers, the TCO bridges the gap between long range planning and execution of the plan on board by the crew.

  • TCO team supports real-time operations seven days a week, twenty-four hours per day; in addition, short term planning operations are supported five days a week, eight hours per day.

Supervisory Responsibilities

  • Able to perform annual reviews with direct reports.

  • Able to administer corrective action as needed.

  • Provide guidance and mentor other team members.

  • Draft and document metrics for internal stakeholders and government customer.

Education and/or Experience

Bachelor's degree from four-year college or university in a related field and a minimum of 15 years’ experience; or equivalent combination of education and experience.

Language Skills

  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.

  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

  • Ability to write speeches and articles for publication that conform to prescribed style and format.

  • Ability to effectively present information to top management, public groups, and/or boards of directors.

Mathematical Skills

  • Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations.

  • Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

Reasoning Ability

  • Ability to define problems, collect data, establish facts, and draw valid conclusions.

  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills

  • To perform this job successfully, an individual should have the ability to use computers and computer systems (including hardware and software) to program, write software, set up functions, enter data or process information.

Other Essential Duties

  • Follows all import/export requirements, consulting with facility import/export personnel as required.

Other Skills and Abilities

  • Knowledge of specific software (design, analysis, ERP…)

Other Qualifications

  • US Citizenship with ability to attain/maintain government security clearance.
