The Deputy Department Manager (DDM) will work in conjunction with the Department Manager (DM) and other DDMs to provide excellent support to the client with specific responsibilities in leading the

Science, Technology and Advanced concepts Group (JP20) within the Programs & Projects and Advanced Concepts Support Department (JP). JP20 supports the Science and Technology Office (ST), the Human Landing System Program Office (LP), and the Advanced Concepts Office (ED04) through three Teams,). The teams are staffed with Subject Matter Experts (SMEs), engineers, scientists, and technicians in a wide variety of disciplines and totals approximately 45 personnel supporting across 13 Task Orders. This DDM position will have associated Team Lead responsibilities as well.

Specific responsibilities of the JP10 DDM include :

  • Lead JP20 through the successful completion of the ESSCA contract providing exceptional and uninterrupted support to the customer and employees to ensure we are in the best position possible in the contract re-bid.

  • Ensure the safety of personnel by encouraging Team Leads to be safety leaders and lead by example in our Safety Culture.

  • Lead a strong and high performing group of Team Leads to succeed in delighting the government customer and Amentum Space Exploration Division (ASED) management with a focus on delivering on the mission.

  • Oversee the support provided JP21, JP22, JP23 (currently JP41) teams.

  • Leverage broad experience/familiarity to effectively apply the technologies and tools used in the technical disciplines and project management.

  • Work with the Team Leads in assigning and balancing team skills across task orders to meet customer and ASED management expectations.

  • Collaborate with Team Leads to assign and develop lead personnel for each Task Order or sub-task as appropriate.

  • Work with Team Leads to train and develop personnel thru on-the-job training, strategic technical assignments, peer-to-peer training, classes, etc.

  • Forecast future resource/skills/development needs in collaboration with department management to efficiently manage and train the workforce to maximize flexibility and efficiency and meet future needs.

  • Identify and manage cost/technical/schedule risks to ensure accomplishment of TO requirements, ESSCA goals and objectives, and the ASED annual business plan.

  • Serve as a Team Lead of one of the associated Teams likely in the Science and Technology Office or have other leadership duties on the contract.

  • Support the Department Manager with the following:

-- Oversee the Team Leads in product delivery of assigned work (cost/schedule/technical)

-- Implement JSEG programs and ensure compliance of personnel to JSEG and NASA requirements

-- Development of Team Lead goals and objectives and conducting performance evaluations

-- Support DM on hiring, personnel decisions, personnel issues

-- Oversee TO planning and cost estimating

-- Oversee operations and monitor technical progress to ensure quality products and services

-- Ensure accurate use of the Subcontractor Procurement System

-- Provide recommendations for continuous improvement

-- Oversee Team Lead creation of TOARs from the bi-weekly inputs and creation of Operations Review inputs

-- Document success stories and cost avoidances

- Support the Department Manager with the following Task Management duties :

-- Monitor and forecast Task Financial Performance, monitor/review financial analysis

-- Monitor revision planning

-- Review Task Order revisions in JTOMS for accuracy and completeness

-- Monitor and facilitate Task Order required deliverables

-- Approve Task deliverables, as required

-- Monitor Task Folder contents (TOs, TQPs, Deliverables, Customer Communications)

-- Review & approval of TQPs

-- Execute the approvals, processes, forms, etc., needed for Task Order operation such as: JAMIS change forms, travel pre-authorizations, expense reports, subcontractor SOWs, and material and equipment Order Requests and Purchase Orders

- Provide support to ESSCA contract operations in the areas of:

-- Ensure excellent customer relations and harmonious team dynamics and operations through excellent conflict resolution.

-- Review mid-year and end-of-year presentations to customer at Task Order and department level.

-- Facilitate excellent coordination/communication/collaboration with other Deputies, Team Leads, ASED management, CED management, Teammate Principals, ESSCA Technical Fellows, BFO and HR.

-- Support ASED leadership communication, sharing, and development of best practices for MSFC and across ESSCA.

-- Actively work with ASED and MSFC personnel to explore new work areas and develop new task scope.

-- Drive employee awareness and commitment to personal safety, mission success and client satisfaction by setting the example of Sustained Superior Performance and exceeding expectations.

-- Notify ASED management and appropriate Teammate Principal of activities that could require disciplinary and/or safety actions.

-- Conduct special projects as assigned by Department Manager or Office of Program Manager.

Qualifications

The JP20 DDM position requires a degree in science, engineering or related field from an ABET-accredited university. Typically, educational and experience requirements are the equivalent of a BS with at least 25 years’ experience, MS with at least 23 years’ experience or Ph.D. with at least 19 years’ experience.

The candidate is required to have outstanding technical and leadership qualifications in the majority, but preferably all, of the following areas:

  • ASED Team Lead experience and sound understanding of the Quality System

  • Strong technical knowledge in a related field such as earth science, heliophysics, science mission operations, technology development, pre-phase A concept development

  • Oversee support operations of cryogenic test facilities and machine shops

  • NASA program and project office operations and support, specifically within SLS and HEDO offices

  • NASA Space Flight Program and Project Management Requirements (NPR 7120)

  • NASA Systems Engineering Processes and Requirements (NPR 7123)

  • Risk Management

  • Excellent customer relations skillsets and existing networks within ST, HLS, or ACO

  • Excellent verbal and written communication skills

  • Strong interpersonal, leadership, and team building skills

  • Demonstrated ability to mentor and develop employees

  • Demonstrated skills with managing task orders and with the process for revising them

  • Demonstrated skills to simultaneously coordinate and manage multiple projects to full completion

Work Environment

Physical Requirements

Requires sitting for extended periods of time in meetings with peers, management, and with our client at NASA facilities to discuss technical issues (10%). Also, requires sitting for extended periods of time at a desk to write reports and perform engineering tasks (80%). Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and Amentum facilities (10%).

Equipment and Machines

Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment (100%).

Attendance

Normal workday is from 7:30 a.m. through 4:30 p.m., Monday thru Friday. Minimal overtime may be required (10%) to meet schedule milestones and to support technical demands of the job. Regular attendance is a necessity and adequate arrangements for delegating duties during absences are required.

Other Essential Functions

The ability to work independently with minimal supervision, and to make rational decisions, and to exercise good judgment is essential (100%). Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
