Overview
The International Program Integrator (PI) will assist the Program Management Office (PMO) Uncrewed Aircraft Systems (UAS) International Project Office (IPO) by serving as the manager of the UAS PMO IPO FMS case lines in concert with executing life cycle support for assigned FMS countries. The PI shall be responsible for the pre- and post-LOA activities and overall planning and execution of the Total Package Support in response to designated FMS countries requirements.
Responsibilities
The PI shall be co-located with the UAS PMO IPO, report to the UAS PMO IPO Deputy Director, and perform the following duties:
Reviews and evaluate FMS customers’ requirements and the U.S. Government’s offerings to ensure they are in compliance with the U.S. export laws, policies, and regulations.
Communicate with Office of Military/Defense Cooperation representatives to define FMS customers requirements and U.S. Government offerings.
Communicate with USASAC, DASA DE&C, and DSCA on various matters relating to the U.S. Government’s offerings and the FMS customer’s requests.
Manage FMS programs:
Be responsible for the technical and program management of FMS case lines.
Plan and execute the PM UAS-managed lines and services for their FMS cases, including schedule, cost, and quality performance.
Plan, execute and manage the transition between new case development, production and sustainment.
Plan, advise, coordinate, execute, communicate, and control PM UAS managed lines on FMS cases through all phases of the case life cycle and development of the program schedule.
Perform program management responsibilities following contract award, manage cost, schedule, performance, quality, risk, etc. and perform change management, as required.
Prepare and execute case management plans to ensure case objectives are achieved.
Recommend changes to the case baseline (cost, schedule, etc.).
Assist in development of "planning cases" as needed to present options to FMS customers; act as UAS PMO IPO Lead for PM UAS-managed pre- and post-LOA activities.
Perform Risk Management of the assigned case lines within the country FMS case by recommending and developing preventive actions in advance of anticipated problems.
Initiate Funding Request Documents.
Provide oversight of Country cost and schedule as per each contract in support of the case.
Gather pre-and post-LOA resource estimates, including resources external to UAS PMO IPO; Conducts technical evaluations of LORs for adequacy and provide responses.
Integrate and synchronize supporting functions (obsolescence, logistics, Systems Readiness Directorate (SRD), PM UAS, etc.) for the assigned cases.
Plan, prepare, and execute various program meetings including Definitization Conferences, Provisioning Conferences, Program Management Reviews, Working Group Meetings, In-Process Reviews.
Participate in site surveys to assist FMS customers in developing requirements; Prepare reports and present technical and programmatic briefings to both U.S. Government officials and supported FMS partners as required; Participate in special UAS PMO IPO study groups and internal/external Integrated Product Teams (IPTs), as required.
Support FMS technical evaluations of contractor proposals.
Assist in development of required CRP documentation, to include Statements of Work (SOW)/Performance Work Statements (PWS) (prepared by the Procurement Analyst, and submitted to the Contracting Officer (KO)), and Contract Data Requirements Lists (CDRLs); Execute contract options in a timely manner; and ensure the FMS case has required funding lines available for executing that option.

Qualifications
Education/Experience
Bachelor’s degree required.
5 years of experience managing Programs required.
Proficient in use of computers, computer peripherals, and the use of various word-processing software including the Microsoft Office suite.
Ability to manage programs, tasks, and risks.
Travel: (CONUS and OCONUS) up to 25%.
Ability to obtain and maintain a DoD Secret security clearance.
U.S. Citizenship is required.

Regular i3 hours are 8:00 a.m. - 5:00 p.m. Monday-Friday, however, additional hours may be required on occasion. Regular and punctual attendance is required.
