PRIMARY FUNCTION

The Contracts Administrator II conducts administration of government and commercial contracts and subcontracts

ESSENTIAL FUNCTIONS

  • Performs all duties of pre- and post-award contract administration, including correspondence, documentation, evaluation, and compliance reporting related to government contracting.

  • Participates in the negotiation of contract terms from proposal stage to project close-out in accordance with relevant regulations.

  • Administers and manages subcontract awards, vendor/supplier agreements, and modifications for compliance with FAR, DFAR and other regulations.

  • Participates in the preparation of proposals including contractual compliance and coordination of requirements.

  • Prepares Consulting Agreements, Non-Disclosure, Teaming Agreements, and other agreements in accordance with company policy and all applicable laws and regulation.

  • Serves as a liaison with contractors and subcontractors regarding contractual issues.

  • Interfaces with multiple levels of operations personnel and administrative staff.

  • Tracks and monitors the execution of tasks.

  • Utilizes Cost Point to issue purchase orders of goods and services for various direct and indirect projects.

  • Assists senior management team with setup and execution of joint ventures, new entity/subsidiaries, and teaming partnerships.

  • Actively participates in efforts to maintain and uphold 8(a) small business contracting requirements.

  • Participates in special projects as required.

  • The Contracts Administrator II may be required to perform other related duties to meet the ongoing needs of the organization.

SUPERVISORY RESPONSIBILITIES

This position does not have supervisory responsibilities. This position has the responsibility and authority to carry out assigned tasks.

KNOWLEDGE, SKILLS, and ABILITIES:

  • Ability to read and interpret documents such as safety rules, federal regulations, and procedure manuals.

  • Ability to write routine reports and correspondence.

  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.

  • Ability to apply concepts of basic algebra and geometry.

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

  • Position requires interaction within the department on routine matters and externally through purchasing and property personnel.

  • Requires the use of judgment to plan, perform; general decisions are made to solve a problem or select a course of action for a standard or recognized method of operation.

  • Ability to rely on limited experience and judgment to plan and accomplish goals.

QUALIFICATIONS:

  • BA/BS Degree and 10 years of task related experience.

  • Familiarity with standard concepts, practices, and procedures within the contracting field.

  • Relies on limited experience and judgment to plan and accomplish goals.

  • Must be able to obtain and maintain a Government Security Clearance
