Primary Function

Supervise Contract Administrators in managing various complex government or commercial contracts such as CPFF, TandM, and FFP from cradle to grave. Provide guidance, training, and oversight to contract administrators to help manage and balance workloads. Provide advisory support to the Director of Contracts as well as Subsidiary Leadership regarding contractual terms and conditions, risk assessments, and contractual interpretation. Assists the Director of Contracts in the identification and development of strategic plan and objectives. Ensures that subordinate staff members understand and comply with Calista and Yulista Corporate policies, procedures, and work instructions, as well as governmental and commercial procurement laws, regulations, and policy guidance.

Essential Duties: Assign and balance workloads of Contract Administrators as required for project needs including new awards; as well as coordinates, evaluates, and negotiates contracts and changes with customers. Work with Director of Contracts to ensure required compliance reporting has been prepared and submitted in a timely manner. Manages activities associated with contracts from the proposal phase through contract close, including leading contract discussions and negotiations; reviewing contract terms and conditions, communicating contract requirements to the organization; managing contract changes and monitoring performance to meet company objectives and ensure efficient allocation of resources. Write, Negotiate, Issue, and Manage company subcontracts and agreements. Prepare and approve PO(s) as needed.

Ensures that subordinate staff members understand and comply with Calista and Yulista Corporate policies, procedures, and work instructions, as well as governmental and commercial procurement laws, regulations, and policy guidance. Work with Director of Contracts to establish annual Goals and Objective for Contract Administrators. Meet quarterly with subordinates to track progress and provide guidance/training as needed to meet both individual goals as well as team and corporate Yulista goals. Ensure timely approval of timecards, PTO requests, and other personnel matters related to direct reports.

Desired Knowledge, Skills and Abilities: Must have cradle to grave government contracting process knowledge and direct hands-on experience. Must maintain highest level of professionalism, confidence and integrity while directly communicating with internal and external customers. Must have the ability to work well with others and manage a team.

Required Qualifications: BA/BS Degree in Business or equivalent. 8-10 years direct experience in contract management and administration. Contracts manager Certification (CFCM or CPCM) desired. Must have extensive knowledge of FAR and DFAR requirements and be skilled at researching and interpreting regulation and legalese. Strong analytical and problem-solving skills. Excellent ability to work within a team, fostering teamwork and trust with both external and internal customers Excellent ability to develop and maintain customer relationships based on professionalism, responsiveness, and ethical conduct. Excellent ability to readily manage rapidly shifting work priorities and multiple task assignments Ability to review, update and implement policy with management approval.
