Overview
The Business Planning Program Manager (BPPM) Advisor will assist the Program Management Office (PMO) Uncrewed Aircraft Systems (UAS) International Project Office (IPO) by providing Subject Matter Expertise (SME) for all efforts regarding the Planning, Programming and Budgeting (PPB) activities (except budget execution and cost analysis functions); and be the overall authority on BPPM within the UAS PMO IPO.
Responsibilities
The Business Planning Program Manager shall be co-located with the UAS PMO IPO, report to the UAS PMO IPO Deputy Director, and perform the following duties:
Develop and prepare the FMS Program Objective Memoranda (POM), initial FMS Admin Obligation Plan each Fiscal Year, Fiscal Year FMS Internal Operating Budget and include forecasts for the next two budget years.
Develop estimates for labor and travel requirements to support FMS
Provide guidance/direction to UAS PMO IPO Program Analysts on financial issues, directives, policies, and procedures.
Participate in UAS PMO IPO internal/external meetings, as required; Coordinate and monitor progress of FMS acquisition requirements with Lead Acquisition Analyst, Program Analysts and Country Program Integrators; Participate in LOR discussions for situational awareness of upcoming requirements.
Maintain awareness of all proposed case modifications and amendments; Manage Case-funded Matrix and Contractor support in accordance with the Obligation Plan provided to the PM UAS Budget Execution Branch.
Work in concert with Case Development and, Program Analysts for developing and transmitting Pricing and Availability (P&A) Letters to VendorsIContractors in support of LOA development; Work with UAS PMO IPO personnel in reviewing received P&As; Prepare draft Pricing, Availability and Serviceability (PAS) sheets; Coordinate funding requests with the Country Program Integrators.
Serve as the UAS PMO IPO Resource Manager responsible for analyzing the status of commitments, obligations, expenditures, and disbursements to determine impact on the budget and program. Assess causes for delays and take corrective action in support of FMS customer requirements.
Qualifications
Required Skills/Abilities:
BS degree.
10+ years of experience.
Knowledgeable of U.S. Army and DoD PPBE process and financial regulations, policies, and procedures.
Excellent verbal and written communication skills to interface with senior government officials and contractors.
Proficient in use of computers, computer peripherals, and the use of various word-processing software including the Microsoft Office suite.
Excellent Managerial skills.
Ability to manage time and prioritize tasks.
Active Secret Security Clearance.
Travel Requirements up to 25%.
Desired Skills/Experience:
Previous experience working with the FMS financial process.
