About this Role
The Sourcing Manager is responsible for establishing and executing the supply chain strategy to successfully support new development or existing production programs. The Sourcing Manager will be responsible for representing procurement to the program and engineering teams and must work collaboratively across all functions. This role will also be responsible for supplier evaluation and selection, negotiation and establishing long term contracts and management of complex supplier programs, in coordination with other supply chain teams.
This position will report to the Manager, Strategic Sourcing and be based in Hunt Valley, Maryland.
Key responsibilities:
Lead several highly complex supply chain sourcing projects concurrently across multiple programs
Create solutions to complex sourcing challenges based on trends and advancements using ingenuity, creativity and innovativeness
Evaluate, analyze and assess trends and advancements in commodities, technologies and sources of supply
Establish strategies to develop and improve the supply base as partners in support of quality, cost, delivery and service level objectives
Ensuring adherence to FAR, DFARs, and other applicable acquisition policies and regulations
Manage all elements of the sourcing process including obtaining and influencing program's requirements; analysis of commodities and sources, issuance of various solicitations (Requests for Information, Requests for Proposal and Requests for Quote); supplier selection, negotiation and contract formation
Lead high-dollar, critical negotiations of complex contract vehicles with suppliers supporting government or commercial programs
Manage multiple, complex supplier contracts to ensure performance and execution to contract and program requirements
Collaborate with procurement, programs, engineering and operations to meet the needs of the business in a fast paced and dynamic environment

Required qualifications
Undergraduate degree in Supply Chain Management, Business, Finance, or another related field10 years' experience in a related field such as supply chain, procurement, contracts or program management with at least 5 years in the defense sectoDemonstrated success establishing sourcing strategies, negotiating high-value contracts and managing multiple complex programs simultaneouslyDemonstrated ability to develop solutions to complex sourcing challenges requiring a high degree of ingenuity, creativity, and innovativenessDemonstrated success leading multiple cross-functional teams and projects simultaneouslyHigh Integrity, credibility and characterStrong communicator and collaborator with cultural flexibility and adaptabilityHigh level of independent decision-making capability by translating business and program needs to sourcing solutionsTravel expectations: up to 50% based on needs of the businessProficient understanding of the Truth In Negotiations ACT (TINA) and ability to preform cost analysis's on over TINA acquisitionsKnowledge of import/export regulations (ITAR/EAR)Excellent understanding of FAR, DFARs requirements as it pertains to government solicitations and contractingExcellent analytic skills with proficient use of Microsoft Office (Excel, Project, etc.)Experience with Strategic Sourcing and negotiating various long term and subcontract types and associated terms, including Firm Fixed Price (FFP), Time and Material (T&M), Cost Plus (CP) using Indefinite Delivery/Indefinite Quality (IDIQ), Definite Quantity and Requirement contractsThis position requires use of information which is subject to the International Traffic in Arms Regulation (ITAR). The pay range should be used as a general guide only. Compensation is based upon candidate experience and qualifications, as well as market and business considerations.
In compliance with the local pay transparency law, the pay range for this position is
$117,800 - $179,800 per year.
