DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Houston Health Department is seeking a qualified candidate to serve as a Senior Evaluator for this position functions in a staff role to provide professional analytical, administrative and/or management systems services to designated department programs.

Responsibilities include:

  • Serves as senior evaluator for Houston Health Department programs.

  • Creates online data collection tools using current technology.

  • Utilizes best practices when collecting, analyzing and reporting of data.

  • Collects and compiles quantitative and qualitative data, produces information and intelligence and interprets results through conclusion or recommendation formulation.

  • Participates in evaluation and design of workflow, processes, various operations systems, etc.

  • Ensures timely completion and submission of all evaluation quarterly and annual reports with input from key stakeholders.

  • Works closely with supervisor to align evaluation plan with national standards.

  • Participates in monthly calls and other meetings.

  • Investigates and makes recommendations for addressing issues of medium complexity and/or sensitivity.

  • Develops reports, special documents or publications as assigned.

  • Captures project related success stories quarterly for dissemination purposes.

  • Coordinates with other programs to collect performance measures as required.

  • Assists with planning activities including the quarterly reporting, monthly dashboard, weekly report and newsletters, as needed.

  • Leads or participates in workgroups as assigned by Leadership.

  • Participates in evaluation and design of workflow, processes, various operations systems, etc.

WORKING CONDITIONS

The position is physically comfortable; the individual has discretion about walking, standing, etc.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Public Administration, Business Administration, or a field closely related to the job

Graduates degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

EXPERIENCE REQUIREMENTS

Three (3) years of professional administrative, financial or analytical experience related to the type of work being performed are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

  • At least 5 years of experience in data analysis, program evaluation, or research in community initiatives, public health, or social impact programs.

  • Has a graduate degree in Data Analytics, Public Health, social sciences, or a related field with strong statistical and data analytics skills.

  • Strong writing and storytelling ability (please submit at least two writing samples).

  • Has previous experience with federal, state, or local grant reporting requirements.

  • Has the ability to skillfully facilitate meetings with diverse internal and external stakeholders.

  • Organized and detail oriented.

  • Flexible and adaptable to rapidly shifting environment

  • Ability to handle multiple tasks simultaneously.

  • Comfortable communicating with diverse internal and internal colleagues

  • Deep understanding of current landscape of public health

GRANT FUNDED POSITION

Grants & Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
