Oversees and reviews plans/applications for Wastewater Capacity Reservation (WCR) letters in the Infrastructure and Development Services Section, ensuring adherence to the Code of Ordinances, State Laws, and Regulations. Approves comprehensive letters detailing impact fees owed, maintaining the highest level of accuracy and compliance. Conducts geographical mapping analysis to evaluate data on existing utility lines and infrastructure. Leads internal research using property records to obtain critical information on past and current site developments. Provides strategic guidance and support to stakeholders by delivering detailed updates on plan statuses, resolving complex issues, and facilitating the submission process. Approves or rejects submissions, provides detailed comments in the permitting system, and ensures efficient review of corrected resubmittals. Collaborates with cross-functional departments and technical disciplines to enforce ordinances, regulations, and compliance in plan review processes. Represents the department by responding to high-level inquiries and open records requests from internal teams and stakeholders through various communication channels. Performs other duties as assigned.
WORKING CONDITIONS
The position routinely requires stooping or bending and/or routine lifting of moderately heavy items, such as plans (up to 40 pounds). There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions.
This is a Department of Houston Public Works Emergency Management Position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a related Associate’s degree, such as Applied Science, Science & Mathematics, Engineering Technology, Construction, Drafting, Business or the equivalent. An associate degree in Building Inspection or the equivalent is required.
EXPERIENCE REQUIREMENTS
Two years of skilled, journey level experience in building trades, inspection or plan examining in the area of analysis to be performed are required. A bachelor’s degree in Construction Management, Architecture, Engineering or a closely related discipline may be substituted for the above education and experience requirements.

PREFERENCES
Preference may be given to applicants who have experience designing or reviewing plans for utility systems and/or proficiency using GIS; and who possess excellent technical writing skills, communication skills and the ability to interpret and explain City procedures. Preferred degrees: Construction Management, Architecture, Communications/technical writing, Drafting, Administration.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
