DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Houston Parks and Recreation Department is dedicated to building a sustainable community and enhancing the quality of urban life by providing safe well-maintained parks and offering affordable programming for our community. To achieve this mission, HPARD is seeking a Senior Accountant to join its Management and Finance team. The potential candidate will play a key role in the following duties:
Prepares financial statements, journal entries, schedules, and other documents for accuracy.
Communicate accounting information to project managers and grantors. Enter documentation into SAP.
Assist the project/program managers on the operation of their grants to ensure compliance with all applicable Office of Management and Budget (OMB) Circulars along with other federal and state certifications and assurances.
Work with Project Managers to analyze grant Statement of Costs and pay estimates to reconcile expenditures and receive reimbursements.
Comply with grant requirements under the Code of Federal Regulations (2C.F.R Park 200), Uniform Grant Management Standards (UGMS), and regulations issued by the grantor agency, state or federal agencies and updates grantees of any regulatory changes.
Prepares the Schedule of Expenditures of Federal Awards (SEFA), subrecipient data and reviews the data collection from the federal audit clearinghouse and the reconciliation of the Comprehensive Annual Financial Report (CAFR) for the fiscal year ending.
Submit documentation to Finance for closing grants.
Assist in drafting, editing and reviewing for Requests for Council (RCA), Letters of Agreement (LOA), Requests for Quotations (ROQ), Memorandum of Understanding (MOU) and Contracts for grant and bond funded projects.
Maintain files for proposals, agreements, contracts, correspondences, transactions and reports for each grant assigned.
Reconcile and verify Parks and Recreation Bond Fund, Special Fund and Capital Funds to SAP Financial System.
Assist with special accounting projects as required and other duties assigned.
WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Accounting, Business Administration or a closely related field such as Finance, with a minimum of 18 hours in Accounting.
EXPERIENCE REQUIREMENTS
Three (3) years of experience in professional accounting are required.
Professional accounting experience may substitute for the education requirement on a year-for-year basis, except for the required minimum of 18 hours in Accounting.
A Master's degree in Accounting, Business Administration or a closely related field, such as Finance, may substitute for two years of the experience requirement.
