DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The General Services Department (GSD) is seeking a Division Manager who will be responsible for directing and coordinating the administrative staff and managing projects and service orders for security technical equipment.

This position manages the efforts of a team of administrative personnel who handle the budget and a team of security technicians. Conduct follow up on administrative assignments and projects. Mange contracts for security repairs and monitoring spending authority. Ensure vendors operate in compliance with the contract and deliver the services needed.

This position will also be responsible for the following:

• Mange special events, ensure the team prepares proposals and schedules security for the Houston Public Library and the Mayor’s Special Events.

• Oversee the payment of all invoices.

• Be able to work and navigate in SAP for requisitions, service entries, and receivers.

• Review budget versus actual and monitor the spending on all security contracts.

• Ensure security repair issues are met with the client departments.

• Execute division purchases.

• Maintain and monitor SRO’s (Service Release Orders) and PO’s (Purchase Orders). Liquidate when depleted or no longer needed.

• Mange a five-year project plan.

• Monitor the budget and determine the need to complete projects while using resources to perform repairs and purchase technician parts.

• Work assigned projects under the direction of the Security Director.

• Understand open access, video camera systems, and security systems.

• Performs other related duties as assigned.

This is a Tier 1 position, which requires reporting during emergencies and/or special events, and may require night/weekend/multiple day duty. This position also requires passing a criminal background check and obtain and maintain federally mandated security clearance where required.

WORKING CONDITIONS

There are no major sources of discomfort, i.e., essentially a normal office environment with acceptable lighting, temperature and air conditioning. The individual has discretion about walking, standing, etc.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

EXPERIENCE REQUIREMENTS

Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.

A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS

Valid Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2).

PREFERENCES

Preference will be given to candidates with the following experience:

• Familiar and experienced with SAP (Systems Applications and Products) Finance

• Security Technician

• Effective written and verbal communication

• Budget & Finance

• The ability to analyze problems, evaluate information, identify patterns, and make decisions based on the information and policies of the City of Houston.

• Managing Projects

• MicroSoft Office

• Executing the Division's P-card purchases (order, receive, pay, and report monthly purchases to Finance division)
