Summary As the Program Planning & Control (PP&C) Deputy Manager with the Commercial Low-Earth-Orbit (LEO) Development Program (CDLP) you will be responsible for assisting the Program Planning & Control (PP&C) Manager in all managing aspects of PP&C. You will help lead a team responsible for implementing budget, configuration and data management, Information Technology, Export Control, schedules, and cost estimating in a commercial program. Responsibilities Assisting the PPC Manager in all aspects of the Commercial LEO Development Program (CLDP) Program Planning and Control (PPC) office. Responsibility includes financial, budget, schedule, configuration and data management, performance assessments, IT and external engagement. Supporting CLDP assessment of commercial activities, including CLD business case assessments and provides expert advice on the management of commercial CLD agreements. Assisting in the integration of all Program and contractor planning and control functions, and management decision support system to assure appropriate control and affordable oversight of the CLDP Program. Assisting in the development of the Programs PPBE strategy, coordinating supporting organizations guidance and input, and providing the Program Managers Recommend. Providing expert advice and recommendations in matters related to workforce planning, managing budgetary/financial requirements for projects, and/or contracts for broad programs with national impact. Interfacing and integrating with NASA Headquarters and JSC center CFO and procurement in planning and control functions. Requirements Conditions of Employment Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Providing guidance of core Program Planning & Control functions, in relation to budget, configuration and data management, cost estimating, schedules, Export Control or Information Technology; Participating in the development or evaluation of business models for commercial spaceflight companies; Developing annual budget products for a program for the annual Planning, Programming, Budgeting and Execution (PPBE) process.
