Summary About the Position: This is a Program Manager GS-0340-14 position with the U.S. Army Corps of Engineers, Southwestern Division (SWD), Galveston TX, Mega Project Division. Responsibilities Responsible for coordinating and managing the execution of assigned projects within the supplemental program. Serves as the account manager for assigned supplemental programs and is responsible for the overall management, control, coordination, and execution of assigned program. Utilizes extensive knowledge of design, construction, and contracting procedures to carry out all steps necessary to execute the supplemental program. Applies an extensive knowledge of management concepts and a working knowledge of engineering methods, practices, and processes. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Supervises multiple project managers that support the program, which encompasses both program and technical functions to support a program of environmental, real estate, design and construction involving over $4 Billion in construction. Provides advice, counsel, or instruction to individual employees on both technical and administrative matters. Coordinates and communicates with individuals at high levels of responsibility within non-Federal sponsor, impacted stakeholders, USACE, other Federal and State agencies, and industry partners. Ensures program and project directions and schedules are accomplished on time and within budget. Establishes responsibilities, expectations, controls, and manages assigned budgets to support a comprehensive management plan. Specialized Experience: One year of specialized experience which includes 1) planning and organizing the work of a diverse team comprised of professional, technical, and administrative members; AND 2) managing a program comprised of design and construction projects; AND 3) participating in program meetings to facilitate resolution of projects issues and report details and findings.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Financial Management Leadership Program Management Reading Comprehension Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
