Defense Contract Management Agency Program Manager in Houston, Texas

Responsibilities Reports directly to DCMA NASA Product Operations Director with program management responsibilities focused on managing DCMA support for NASA programs. Serves as the Program Manager and principal advisor to the Technical Directorate for Space Acquisition matters, in particular NASA manned space programs. Provide integrated direction/management of the programs to include quality and production, supply chain, engineering, earned value, risk management, financial and business systems and their interrelationship to program performance. The primary emphasis of the position is on management of various integrated programs with knowledge not requiring competency in the specialized subject matter or functional area. Provides integrated technical guidance and assistance to a wide range of major and non-major acquisition programs and products/platforms such as cost, production/manufacturing, supply chain, quality, earned value and industrial base issues. Designs, develops, installs and executes management information systems to task, monitor, report and proactively resolve issues and evaluate effectiveness and trends for assigned products, platforms, programs. Serves as central focal point for strategic supplier-audits and joint lean/process improvement initiatives for assigned commodities. Reviews, analyzes, and provides input to various policy and guidance issued from Department of Defense, DCMA HQ and Operations Directorate. Prepares and presents briefings; provides regular status reporting. Chairs, or serves as member of various boards and committees, with delegated commitment authority from the Director. Requirements Conditions of Employment Qualifications To qualify for a Program Manager, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Providing advanced technical guidance and assistance to a wide range of major and non-major acquisition programs and products to include formulating plans, policies and strategies to integrate direction/management of a variety of personnel such as quality, production, engineering, supply chain, earned value management and financial systems employees; Experience with major weapon and space system components and subsystems. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
