The mission of the Fleet Management Department is to provide the City of Houston with the best value fleet management services. To accomplish Fleet’s mission and our vision of being recognized as the best managed fleet in the country, we are actively seeking a MECHANIC III– TRAINER who is dependable and takes extreme pride in performing preventative maintenance, diagnostics, and complex repairs to City vehicles and showcasing their technical expertise and exemplary ethical behavior.
The Mechanic III – Trainer will oversee the educating and training of all City of Houston entry-level mechanics into becoming Diagnostic Technicians. The Mechanic III – Trainer will develop training procedures and processes to complete basic and advanced mechanical repairs. The Mechanic III – Trainer will serve as a subject matter expert and provide in-house new hire orientation in both a classroom and shop Hands-On setting. On some occasions, the Mechanic III – Trainer may also teach in a lab environment using training boards and create Standard Operating Procedures (SOP) for shop equipment usage or basic mechanical repair methods. The Mechanic III – Trainer is a Tier 1 position and in emergency situations may be deployed to perform normal shop responsibilities.
DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Mechanic III (Trainer) duties will include but are not limited to the following:
Performs preventative maintenance activities to vehicles and equipment, including but not limited to oil and filter changes, servicing of lubricant and fluid levels, component wear inspection, and systems testing.
Responds to complex reports of operational/condition issues with vehicles and equipment. Performs system testing and diagnostics to determine cause and course of repair action.
Replaces failed vehicle and equipment components of all complexity levels.
Rebuilds complex vehicle and equipment components as needed.
Performs complex vehicle body and paint repairs as well as component upfit and make ready. Repairs include but are not limited to body panel shaping, substate preparation, painting, metal and fiberglass fabrication, welding, body filler application and component replacement.
Services vehicles and equipment as needed at garages and at off-site locations.
Serves as shop supervisor in absence of shop manager. Trains lower-level mechanics.
Orders parts and updates/completes work orders according to standard operating procedures.
Uses tools and equipment such as electronic and mechanical diagnostic equipment, tire changers, bench grinders, pressure washers, hoists, jacks, and a variety of hand and power tools.
Maintains a clean and safe work environment. Performs housekeeping duties. Observes environmental and hazardous material procedures. Works safely and follows all safety procedures.
Stays current on new technology
Must furnish own hand tools.
In addition, under the supervision of the Training Coordinator, this position will conduct in-house new hire Hands-On Training responsibilities to include:
Training department personnel in both classroom and garage settings.
Performs presentations of fleet related research, analysis, findings, and procedures. Will create and setup training classes as necessary.
Utilizes facilities, equipment and tools dedicated to the provision of training.
Drive to multiple City of Houston locations to gather information for training purposes.
Reports any classroom issues to the Training Coordinator for handling and resolution.
Ensures employee learners are engaged in classroom through participation.
Coordinates with team members to ensure a successful onboarding in-house new hire orientation experience.
Uses tools and equipment such as electronic and mechanical diagnostic equipment, tire changers, bench grinders, pressure washers, hoists, jacks, and a variety of hand and power tools.
Maintains a clean work environment and follows all safety procedures. Performs housekeeping duties as well as observes environmental and hazardous material procedures.
Stays current on new technology.
Performs other duties as assigned.
WORKING CONDITIONS
The position involves considerable physical exertion, such as regular climbing of ladders, lifting of heavy objects (up to 80 pounds) on a highly frequent basis and/or assuming awkward positions for long periods of time.
There are routine exposures to significant levels of heat, cold, moisture, air pollution, chemical gases, and substances. The position may involve periodic exposure to physical trauma of a minor nature such as cuts, bruises, and minor burns.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
High school degree of GED equivalent.
Ability to read and understand:
• Service, repair, and parts manuals,
• Mechanical diagrams,
• Safety and hazardous materials communications.
Advanced math and computer skills required.
Excellent problem-solving skills.
Aptitude test may be required.
EXPERIENCE REQUIREMENTS
Four-year equivalent of automotive, diesel and/or heavy-equipment maintenance/repair experience is required.
OR
An Associate’s degree (at least 18-month program) in automotive, diesel, and/or heavy equipment (off road) technology plus, two-year equivalent of automotive, diesel and/or heavy-equipment maintenance/repair experience.
LICENSE/CERTIFICATION REQUIREMENTS
Valid Texas Class C upon hire. Class A or B Commercial Driver’s License (CDL) within 6-months of employment. Must comply with the City of Houston's policy on driving.
Must achieve certification as Texas State Vehicle Inspector within 6 months of employment. May be required to achieve Emergency Vehicle Technician certification. May require mobile air (EPA 609) certification.
PREFERENCES
Preference will be given to applicants who are Master ASE technicians with supervisory & training experience and Lean Six Sigma experience.
