Job Summary:
Bechtel is seeking an Environmental Services Manager for the Energy Global Business Unit (GBU) located in Houston, Texas. The position is a key leadership role, responsible for administration and support of permitting and environmental service (ES) functions within the GBU and will report directly to the GBU ES&H Manager. Manages and provides technical oversight to permitting and ES staff assigned in the GBU and to project-assigned ES personnel on projects.
Coordinates permitting and ES activities with corporate Manager of Environmental Services, other GBU functional personnel, including Marketing & Business Development Managers, Contract Managers, Project Managers, Construction/Site Managers, Commissioning & Start-Up Managers, Supply Chain Managers, and Engineering Managers.
Major Responsibilities:
Supervises an Environmental, Safety, and Health (ESH) program on a project inclusive of technical and administrative aspects; compliance activities; and processes and plans associated with all three ESH disciplines (including medical).
Supervises EHS personnel and facilitates their development through assignments, coaching, and mentoring.
Assures that ESH requirements are properly interpreted and integrated in planning documents, design criteria, construction and operational plans, schedules, training programs, and subcontract documents.
Applies Bechtel’s ESH Management System and standards to achieve, maintain, and continually improve EHS program execution.
Assures support within ESH teams and to Engineering, Construction, Commissioning, Operations, Legal, Contracts, Procurement, Management, and other functions regarding ESH requirements.
Manages budgets, schedules, and resources for interpreting and implementing ESH requirements, evaluating risks, and developing suitable plans and methods for a robust ESH program.
Helps write and oversees implementation of Environmental Management Plans, Safety and Health Management Plans, and other ESH plans in compliance with Bechtel’s ESH Management System, standards, and contract and regulatory requirements.
Establishes ESH emergency preparedness planning and confirms the investigation and resolution of ESH incidents.
Conducts assessments and inspections, and participates in audits, to confirm ESH compliance with contractual commitments, laws and regulations, environmental permit requirements, and Bechtel standards.
Confirms that environmental permitting, specialized studies, assessments, reports, and regulatory submittals are completed as required.
Additional Information:
This position has responsibilities that include exposure to changing environmental, construction and operational conditions which may include: extensive walking in and around an active construction and/or operations site, climbing ladders, working at heights from work platforms including scaffolding and mobile elevating work platforms (MEWPs), use of personal fall arrest equipment, walking and working on uneven surfaces, working in constricted and/or confined spaces, variable work shifts (e.g., day, night, weekends, 1st, 2nd, 3rd shift, etc.), and work in inclement weather. Some lifting may be required. Candidate must be able to use standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. respirator, harness, life vest, hearing protection, etc.).
Education and Experience Requirements:
- Requires a bachelor’s degree (or international equivalent) related to environmental, safety, health or science-related discipline and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
Serve as primary environmental technical lead at the Energy Global Business Unit level.
Provides direct input to proposals, feasibility studies, site assessment studies, regulatory approvals, engineering design, construction and operational strategic plans and risks, contract/subcontract packages, client presentations, and resourcing discussions
Supervises the implementation, monitoring and reporting of environmental and regulatory requirements across the GBU (including project or facility) in accordance with established polices, systems, procedures, applicable contractual and/or regulatory requirements and approvals.
Participates in meetings with customers, project team members, and contractors/subcontractors to advise of developing ES issues, project-specific mitigation plans, ES&H training program, and technical reports.
Supervise or conduct incident investigations relevant to environmental impact and/or regulatory approval compliance
Coordinate and accompany regulatory enforcement personnel on project or facility inspections, and copulate the relevant information for inspection / citation reporting
Performs assessments / audits to evaluate the implementation of environmental requirements and regulatory approvals at the GBU level and on select projects, and identify opportunities for improvement
Supports ISO 14001/45001 assessments / audits at the GBU level and on select projects so to maintain certification
Participates in the recruitment, training and development of functional personnel, and develops discipline-specific orientation, training and awareness campaigns through various formats
