Job Summary:

The Deputy Commissioning Manager is responsible for managing and supervising all pre-commissioning, commissioning, startup and initial operations activities for their respective area on a major greenfield LNG project . The Deputy Commissioning Manager provides day to day direction to the Pre-commissioning, Technical and Process Safety Managers, and is therefore responsible to support the planning and execution of the overall CSU program.

The Deputy Commissioning manager shall be experienced in organizational and activity management, the execution of a Liquefied Natural Gas project, as well as be experienced with Bechtel and industry standard pre-commissioning, commissioning, and operations work practices. The Commissioning manager reports to the Deputy Senior CSU Manager

Major Responsibilities:

  • Active leadership in the Destination Zero safety program; ensuring both process safety and personal safety, as well as ensuring the highest environmental and health standards on the Jobsite

  • Lead the progression through system energization, and the control of these new hazards introduced

  • Active leadership in the Quality program (including work not performed by CSU). Target zero punch-lists to avoid downstream impacts

  • Interface with Construction, Owner and SIMOPS Coordinator for permitting, Work Authorizations, Lockout/Tagout etc., and ensure adequate participation from the required System Engineers

  • Manage the work of the entire CSU team, as the Deputy to the Senior CSU Manager, to ensure that resources are being utilized in an effective way to meet project schedule milestones, and budgets

  • Directly oversee work by Pre-Commissioning Leads (ISBL/OSBL) at Jobsite

  • Plan and execute all commissioning activities

  • Supply system engineers to support the startup and initial operations of the plant, for systems under the control of the Operations team. This applies to activities such as troubleshooting of systems during startup, initial start of equipment not previously test run (such as LNG pumps), operational tuning (such as anti-surge and DLE mapping), and support of the operations team for first time startup activities

  • Lead the commissioning team to drive the overall completions program, as the point of central responsibility for plant systems until they are placed into full time operation

  • Support the turnover/completions program including coordination with construction and pre-commissioning counterparts for walkdowns and ensuring correct levels of system engineer participation and quality of inspections

  • Work with pre-commissioning to ensure cleanliness of systems

  • Owns all commissioning procedures and provides input to other project CSU procedures and operations manuals (in support of the Technical Manager) as required due to changes in design or execution throughout the life of the project. Write additional procedures as required

  • Control budget associated with commissioning activities, including equipment and personnel

Education and Experience Requirements:

Bachelor of Science in Engineering or international equivalent with 13 - 15 years of relevant work experience or 17-19 years of relevant work experience

Required Knowledge and Skills:

  • Extensive technical knowledge of startup and plant operations within a type of industry. LNG plant experience is preferred.

  • Knowledge of engineering systems and calculations, applications of both engineering and startup methods, and knowledge of application of computers to engineering problems.

  • Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.

  • Extensive knowledge of administrative practices including cost and scheduling.

  • Experience managing craft, and craft supervision directly for the execution of CSU activities

  • Previous experience on a major capital project in a leadership role.
