PURPOSE OF DIVISION
The Houston Airport System (HAS) Commercial Development division unit plans and directs all Houston Airports commercial activities, including airline affairs, real estate, air service development, concessions, marketing and parking. Responsibilities include leasing and managing airport property for airlines and other tenants, working with airline partners to launch and/or expand air service in Houston, developing and overseeing non-airline revenue from airport concession businesses, providing strategic insight to improve the passenger experience, communicating Houston Airports services to the public, and delivering the best possible parking experience to the traveling public.
The HAS Finance Division is to support the financial health and strategic objectives of the Houston Airport System (HAS) by timely and accurately posting accrual expenditures, processing invoices and scheduling payments for multi-funded, ITRP, CIP and O&M projects in SAP and Onbase systems. The Division also administers the PCard program, monitor and approve utilities transactions, interfund billing and travel. Accounting and Disbursement also provide oversight and guidance among internal stakeholders to ensure compliance with federal, state and local laws; and legislation including Government Accounting Standard (GASB) rules on accounting practices.
PURPOSE OF THE POSITION
The purpose of this position is to provide professional administrative responsibilities for the HAS Chief Financial Officer and Chief Commercial Officer. Perform duties of moderate difficulty by reviewing policies and procedures and reporting to management methods for improvement. Perform financial activities including preparation of travel, training, budget, travel expense reports and employee reimbursements. May guide, train staff, develops reports and completes special projects as assigned. Liaises with internal and external points of contact. May represent manager at meetings. Must demonstrate strong verbal and written communication skills. Investigates and makes recommendations for addressing issues of medium to high complexity and/or sensitivity. The Administrative Coordinator directly supports the HAS Chief Financial Officer (CFO) and Chief Commercial Officer in achieving the policies, goals and objectives established by the Director of Aviation (DIR) by providing superior administrative support. The Administrative Coordinator coordinates daily calendaring in order to promote the best use of the time and resources. This position also responsibly manages documents, including confidential matters, in an organized and logical manner, including facilitating document review and approval from other business units and stakeholders. The incumbent clearly recognizes and communicates schedule conflicts, urgent. matters needing attention and provides follow-up contact as needed on behalf of the CCO or CFO as directed.

Prepares, edits and revises department / division correspondence; prepares, edits and revises procedures manuals.
Plans, initiates and implements programs and services to meet the immediate and long-range needs of one or more city departments.
Prepares speeches and / or remarks for the department / division head; assists as needed with new releases and public relations; responds to the press, officials, clients and the general public on more sensitive department / division issues.
Assists with the department / division in the effective discharge of responsibilities by furnishing analyses, appraisals, recommendations and information concerning the activities and programs reviewed.
Attends meetings and conferences involving public and private groups and city officials as representative of the department / division head and acts as liaison on matters involving other departments
Researches, analyzes and reviews new vendors, equipment, services and regulations.
Participates in special projects as assigned by the department / division head.
May coordinate division / department financial operations, including budget planning, integration and oversight, project cost analysis, expenditure control and accounting procedures.
May coordinate the planning, research, presentation, promotion and evaluation of special programs such as grants.
WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s Degree in Business Administration, Liberal Arts, or a related field.
EXPERIENCE REQUIREMENTS
Five (5) years of administrative experience is required.
Professional administrative experience may be substituted for the above education requirements on a year-for-year basis.

PREFERENCES
Preference will be given to applicants with knowledge of COH policies pertaining to use of Purchasing Card, use of city vehicles, travel and timekeeping. Minimum intermediate-level knowledge and frequent use of Microsoft Office, SAP, TMS, etc. Strong analytical and decision-making skills that facilitate swift problem resolution. Knowledge and experience in airport operations and project management. Strong communication, interpersonal, relationship building and teamwork skills.
