About the Role:

As a CBRE Critical Services Manager, you will manage the department that resolves and completes day-to-day work orders to meet customer satisfaction.

This job is part of the Critical and Technical Services job function. They are responsible for technical maintenance services in critical client environments.

What You’ll Do:

  • Monitor and manage the engineering operations to ensure the business is able to operate daily without interruption across Hong Kong.

  • Manage 6 floors of Hong Kong regional office and DR office which are outsourced to third party Colo services providers.

  • Manage the third party vendors and contracts

  • Manage the third party E&M vendors, OEM vendors through a structure of Service Level Agreements.

  • Track and report on the vendors compliance with client maintenance standards (GEMS) and requirements.

  • Preventive and Corrective Maintenance

  • Oversee all engineering infrastructure and engineering services across Hong Kong to ensure that the E&M vendors and maintenance vendors operate in an effective manner and in compliance with GEMS standards, minimize the risk and protecting the bank.

  • Develops and provides for ongoing improvement of preventive maintenance and engineering procedures, preventive maintenance programs, budget operating costs estimates and comparisons.

  • Manage preventive and corrective maintenance schedules.

  • Ensure the compliance with local statutory requirements.

  • All maintenance works are monitored through a Maintenance Management System (SI7) and the works order and completion status are updated regularly.

  • Control the access requirements, works method statement and safety procedures for vendors working on critical equipment and other related systems through the approval of Permit to Works (PTW) system.

  • Capital infrastructure projects, maintenance and operations expenditure and budgets

  • Manage and control the maintenance, utilities and projects budgets and expenditure.

  • Users request tickets

  • Oversee all engineering and premises related users request tickets including air conditioning adjustment, light repairs, water dispensers fault, blinds repairs, broken keys etc.

  • Incident response and reporting

  • Manage unplanned incident, escalate and communicate with stakeholders, report incidents through an Incident management portal. Coordinates repairs and provide updates to stakeholders. Drive root cause analysis. Understand and learn from the incident.

  • Utilities and Energy Management

  • Monitor energy consumption, provide monthly reports on consumption trends and cost. Develop initiatives with counterparts across the region to improve energy efficiency.

  • Equipment life cycle replacement

  • Recommend equipment life cycle replacement schedule and the estimated cost.

  • Annual Power Down and IST

  • Plan, coordinate with the vendors and Landlord and execute the annual power down and IST.

  • Waste Management

  • The energy, water, fuel, paper consumption, E-waste and refrigerant leakage are monitored regularly and reporting through the Energy and Materials Survey.

  • The data reported in the Energy and Materials Survey is used to benchmark CS building performance and energy costs, determine the Bank's carbon footprint, and project energy reduction potential for the following years. The key energy and carbon figures produced from the Survey are published annually in CS's Corporate Responsibility Report.

  • Environmental Management System (EMS)

  • Manage the Environmental Management System (EMS) in compliance with the requirements in ISO 14001 standards.

  • Purchase Order and Invoice Payment Approval

  • Manage maintenance, repairs and projects related purchase order and invoice payment approval via Maximo system.

  • Capital Projects and Moves & Changes

  • Oversee office restack projects and internal moves & changes.

  • Discussion with users on requirements, arrange with IT on the resources and moves schedule.

  • Manage the moves budgets and expenditures and obtain the related approvals.

  • Coordinate with contractors, vendors and users on the logistics, including alterations to office layout, M&E services, relocation of office machines and users' belongings.

  • Assist with due diligence and building evaluations for possible relocation projects.

  • Perform value-engineering studies and evaluate contractor qualifications and recommendations.

  • Performs other duties as assigned.

  • Supervisory Responsibilities:

  • Provides formal supervision to individual direct reports within single functional or operational area. Approves subordinate's recommendations for staff recruitment, selection, promotion, advancement, corrective action and termination. Effectively recommends same for direct reports to next level management for review and approval.

  • Plans and monitors appropriate staffing levels and utilization of labor, including overtime.

  • Prepares and delivers performance appraisal for staff.

  • Mentors and coaches team members to further develop competencies.

  • Leads by example and models behaviors that are consistent with the company's values.

What You’ll Need:

  • Bachelor's Degree preferred with 10 years of relevant experience in managing sizeable team. In lieu of a degree, a combination of experience and education will be considered.

  • Member of Hong Kong Institution of Engineers, Chartered Building Services Engineer, Chartered Electrical Engineer or equivalent.

  • Experience in the areas of staffing, selection, training, development, coaching, mentoring, measuring, appraising, and rewarding performance and retention preferred.

  • Meet the physical requirements of this role including stooping, standing, walking, climbing stairs/ladders, and the ability to lift/carry heavy loads of 50 lbs. or more.

  • Ability to guide the exchange of sensitive, complicated, and difficult information, convey performance expectations and handle problems.

  • Leadership skills to motivate team impact on quality, efficiency, and effectiveness of the job discipline and department.

  • In-depth knowledge of Microsoft Office products. Examples include Word, Excel, Outlook, etc.

  • Extensive organizational skills with a strong inquisitive mindset.
