Summary Edward Hines Jr. VA Hospital is a tertiary level, 1A facility in VISN 12 and is one of the largest hospitals in the metropolitan area serving Veterans from six community based outpatient clinics in rural areas. Hines VAH provides primary, extended, and specialty care. Primary function is direct patient care of acute injuries and outpatients in the Spinal Cord Injury and Disorders Center but this therapist will provide support to other areas of the Hines Physical Therapy Department, as required. Major Duties Listed but Not Limited to: Clinical Evaluates and assesses patients, as assigned, to determine the treatment course to be followed Performs tests and measurement of muscles, nerves (including but not limited to ASIA assessment), range of motion, posture, strength, ambulation, circulatory and respiratory status Performs and interprets results of tests and measurement of the patient's condition for use in preparing a treatment plan, modifying treatment, and evaluating results of treatment Performs stimulation of the peripheral and central nervous systems as a noninvasive means of therapy for the control of chronic pain Plans and implements a comprehensive treatment regimen designed to maximize patient's functional potential, using a myriad of treatment modalities and procedures, including but not limited to neuromuscular facilitation, muscle re-education, electrical stimulation, sensory integration techniques, positioning, application of assistive devices and joint protection techniques to work toward established goals Documents evaluation, goals, patient/family education, progress, and change in treatment or patient's condition in medical records accurately, timely, and includes all elements as per hospital and service policies Participates in PT rotation for weekend coverage for inpatient services Education Serves as subject matter expert and education liaison for SCI rehabilitation to medical center staff, patients, families, visitors, students, and volunteers Assist with the clinical training/nursing education specialist in providing educational experiences for staff and students Attends regularly scheduled conferences and staffing and is a physical therapist on multidisciplinary teams, contributing information for overall goals of patients Instructs new staff in advanced physical therapy seating and positioning techniques/equipment Responsible for participating in patient care audits and ongoing quality assurance activities throughout Physical therapy/Rehabilitation Service Program, as assigned by Physical Therapy Supervisor Administrative Attends and participates in scheduled and appointed professional service/program committee meetings, management workshops, conferences, and seminars Establishes priority of objectives and evaluates existing programs, conducts needs assessments prior to establishment of new programs Communicates special problems/conflicts to the Physical Therapy Supervisor/Program Manager Work Schedule: Monday - Friday, 7:30am - 4:00pm (work schedule may be further discussed during interview) Telework: Not Available Virtual: This is not a virtual position. Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and Experience: Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. Doctorate degree in physical therapy. Licensure: Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Non-licensed PTs, who otherwise meet the basic requirements in this standard, may be given a temporary appointment as a graduate PT at the GS-11 grade level under the authority of 38 U.S.C. 7405 (a)(1)(D) for a period not-to-exceed two years from the date of employment on the condition that such PT provide care only under the supervision of a PT who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations:GS-11 Education, Experience, and Licensure: None beyond the basic requirements. GS-12 Education, Experience and Licensure: In addition to the basic requirements, candidates must possess one year of experience equivalent to the GS-11 grade level, hold a valid unrestricted state license and demonstrate all the KSAs below: Demonstrated Knowledge Skills and Abilities (KSAs): Ability to make autonomous clinical decisions in a Direct Access environment. This includes ability to independently evaluate and treat patients who seek physical therapy services. Skill in performing examinations and evaluations of individuals who have or may develop impairments, activity limitations, and participation restrictions related to conditions of the musculoskeletal, neuromuscular, cardiovascular, pulmonary, and/or integumentary systems while considering the effects attributable to unique psychosocial and environmental factors. Ability to interpret findings from examination and evaluation, select appropriate test and measures, and integrate findings into the physical therapy plan of care for the full range of patient populations. Ability to establish a diagnosis within the scope of physical therapy and identify the appropriate rehabilitation intervention, including referral to another provider for further consultation as clinically indicated. Ability to determine physical therapy prognosis by incorporating examination findings with the patient's preferences in order to set clinically appropriate treatment goals, optimize outcomes and maximize functional independence. Ability to independently provide clinical oversight of Physical Therapy Assistants as 6 well as students on clinical affiliations who are in Doctoral PT Programs or PTA Programs. Preferred Experience: Two years of clinical experience working with patients with neurological diagnoses especially those with spinal cord injuries and disorders. Physical Requirements: The incumbent must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies.
