Minimum Qualifications Trainee 1 Qualifications: A bachelor’s degree and successful completion of a 2-year traineeship.Journey-level Qualifications: A bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In one-year from hire date, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitivestatus, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description The Senior Administrative Analyst will be responsible for providing analytical support in all program areas under the Electronic Toll Program. Duties will include, but not be limited to the following:• Develops, analyzes data, conducts weekly meetings, and reviews procedures in the assistance of the management for NY State DMV Suspension program and any Reciprocal Programs; recommends implementation of new or revised procedures.• Acts as a liaison, provides analytic support and ensures contract compliance for management of the collections contract.• Reviews, analyzes and evaluates Employee Non- Revenue Program, new accounts, existing accounts and Emergency Services Toll Reimbursement Program in order to ensure compliance.• Analyze and manage recertification of various special discount programs.• Gathers, analyzes and reviews data regarding annual tag forecasting, performance measures and quality control.• Supervises staff, assigns tasks, reviews work to ensure compliance with schedules and project objectives, trains employees and periodically retrains staff.• Assists in the management, analysis, review and evaluation of E-ZPass customer service program, including the review of service level agreements in the E-ZPass contract, make recommendations for implementation of policy or procedure revisions.• Conducts site visits of customer service centers to ensure contract compliance, monitors daily customer calls & correspondence volume and maintain acceptable productivity and quality control.
