Office of the Secretary of the Interior Supervisory Program Analyst in Herndon, Virginia

Summary This position is part of the Interior Business Center (IBC), Financial Management Directorate (FMD), IBC FMD Administrative Support Division. The incumbent will be responsible for directing the staff of CORs that are performing contract management of multiple contracts that support the ASD. The employee works closely with the Administrative Officer, the Contracting Officers, the Contracting Officer's specialists, and the Administrative Support Division. Responsibilities Serves as a Contracting Officer's Representative (COR), or technical project leader, on one or more high dollar volume and/or multiple year major vendor or customer contracts. Serves as the supervisor for the COR Services branch and performs leadership and supervisory duties as necessary. Develops plans and schedules. Performs project tracking, review and acceptance/rejection of deliverables and invoices. Develops statements of work and independent government cost estimates for new or modified systems and services. Responsible for the creation, modification, finalization, and monitoring of Interagency Agreements for all FMD COR clients. Monitors the collection of revenue and ensures that all revenue is collected and posted to the correct account. Requirements Conditions of Employment U.S. Citizenship is required. Qualifications At the GS-14 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include serving as a Contracting Officer's Representative or technical project leader on high dollar vendor/customer contracts; preparing statements of work or objectives; preparing independent government cost estimates or project-level cost estimates; preparing project plans and schedules; conducting detailed analysis of financial information or data and advising and making recommendations to senior management; experience supervising or providing leadership, direction, and technical expertise relative to acquisition or project management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
