WSP USA Project/Construction Manager in Herndon, Virginia

This Opportunity

WSP USA is looking for an enthusiastic and motivated candidate who will be responsible for leading and delivering Program & Construction Management Services, supporting Business Development efforts, and supporting the P3 practice. The Project/Construction Manager position will directly support the Senior Vice President, Program & Construction Management in growing the PMCM Practice in the Mid Atlantic, and will play lead roles in projects. . The candidate will lead, manage, and supervise assigned project and construction management activities. The position requires an effective team leader who works cooperatively to deliver projects and programs on time and on-budget, meeting the quality standards per the technical specifications and in accordance with quality, safety and security procedures. The Project/Construction Manager will be client and industry-facing and will build and maintain relationships with public and private sector clients, and teaming partners, and will represent the firm and the practice at industry events.

The selected candidate will have the opportunity to work with the WSP Program and Construction Management group as a full-time Project Manager/Construction Manager for Transportation Projects and other asset types in the Mid Atlantic.

Your Impact

Job Duties:

  • Function as "right hand" for SVP PMCM in support of growing and managing the PMCM business in the Mid Atlantic

  • Identify new projects, lead project pursuits, support Business Development in conjunction with SVP

  • Support national P3 practice in conjunction with SVP, providing technical advisory to owners and project proponents

  • Represent public agency owners to provide project oversight, guidance and control during construction

  • Develop technical specifications and requirements and other components of bid packages.

  • Lead and oversee delivery of Construction Engineering & Inspection services

  • Lead and oversee QA/QC and IA/IV efforts on projects

  • Review contract solicitation packages and recommend construction proposals to be considered for award;

  • Coordinate work with all contractors and confirm that program deliverables conform with the technical specifications and respective contract provision;

  • Coordinate the timely processing of submittals, Requests for Information (RFI), potential change orders (PCOs), transmittals, and change orders;

  • Resolve and effectively communicate construction issues in a timely manner to maintain program on schedule and budget;

  • Review contractual documents and contract modifications to determine scope of work and scope changes. Escalate concerns to the Program Manager;

  • Provide technical and cost analysis support. Review requests for changes submitted by the construction contractors and make recommendations for acceptance;

  • Conduct Time and Schedule Impact Analysis

  • Review and recommend approval of contractor invoices;

  • Assist the Program Manager with the closeout of construction contracts;

  • Coordinate with the Program Manager Lessons Learned Report;

  • Conduct project site visits, safety and quality reviews

  • Work schedule varies according to job assignments and/or contractor schedules, and may include night work, weekends, and holidays; and

  • Perform other duties as assigned.

Who You Are

Minimum Qualifications:

  • A minimum of a bachelor's degree in engineering, project management, construction management, business, or related field.

  • A minimum of 5-7 years of experience in field construction, construction oversight and verification of construction progress, with focus on transportation.

  • Field experience in bridge construction as a field engineer or construction supervisor

  • Experience working on river crossings

  • Similar experience in other asset types such as water projects, school buildings and marine projects is desirable

  • Proven ability to manage complex budgets and schedules.

  • Working toward PMP, CAPM, or CSCM and /or Certified Construction Manager (CCM) certification..

  • Transit and/or rail experience is a plus.

  • Knowledge of linear construction means and methods

  • Understanding of project finance, construction cost estimating and draw requests

  • OSHA 30 Certification

  • Working skill in operating computer equipment, software programs and field inspection equipment; read and interpret transit rail, roadway, bridge, and structure plans and contract specifications; maintain detailed records, and communicate effectively with agency, contractor personnel and the public.

  • Must successfully complete and pass WSP’s Motor Vehicle screening.
