State of Montana Engineer Supervisor-Dam Safety in Helena, Montana

/The DNRC is seeking a Dam Safety Engineering Supervisor */ *Work Unit Overview: The Water Resources Division is responsible for promoting and coordinating the beneficial use, conservation, protection, and development of Montana’s water resources. The Division carries out its duties to promote the general welfare, economic and social prosperity of the people of Montana. Sound coordination of the development and utilization of the state’s waters allows the Water Resources Division to protect existing uses and to promote adequate future supplies for domestic, industrial, agricultural, and recreational needs, as well as the conservation of water for wildlife, aquatic life, and other beneficial uses. The Montana Dam Safety Regulatory Program is a section within the Water Resources Division’s Water Operation Bureau and is responsible for implementing Montana’s Dam Safety Act (MCA 85‐15). The Program has many commitments including responding to dam emergencies, addressing complaints from the public, coordinating downstream hazard classifications, issuing of Operation and Construction permits, developing engineering guidance, and providing training to dam owners and engineers involved with dam safety work. The Program is currently managed out of Helena under the direction of the Dam Safety Program Supervisor. Other Program staff include a full‐time dam safety construction engineer and a full‐time engineering analyst. In addition to dam safety staff, the Regional Engineering Services Section provides engineering support to the program through field work, inspection report development, construction monitoring, and dam owner outreach. The Program is funded with a combination of federal grants and state general funds. The program is part of the Water Operations Bureau, which is overseen by the Water Operations Bureau Chief. Job Overview:As Dam Safety Program Supervisor, the incumbent oversees staff and regional engineer activities to ensure compliance with Dam Safety laws and rules. The incumbent is responsible for managing both federal grants and state budgets that fund the program and developing annual work and training plans for staff engineers. The incumbent oversees program components and prioritizes activities to assure statutory obligations are met. The incumbent assures that the Program stays current with national engineering dam safety practices and coordinates activities with federal dam safety agencies. Essential Functions (Major Duties or Responsibilities): */ / Dam Safety Program Management – Permitting Oversight * Prepares and monitors work plans for staff engineers, prioritizing duties and tasks * Oversees permitting activities of staff engineers * Provides or arranges training for staff engineers * Reviews and approves Operation Permit applications submitted by dam owners for existing or new high hazard dams * Periodically inspects permitted dams and confers with the owners to assure that they are being operated and maintained properly * Provides guidance to staff engineers responding to complaints from the public Dam Safety Program Management – Technical * Develops new and updates existing standards for design, construction, and operation of high hazard dams. Initiates or participates in studies as necessary. * Reviews and determines the technical adequacy of staff engineer’s work. * Advises and trains in the use of computer models for seismic, seepage, stability, hydrology, hydraulics and dam break analysis. * Monitors engineering guidelines and standards used by the industry to assure Montana is current with the State of the Practice. Dam Safety Program Management – Fiscal * * Prepares budgets, approves and tracks program expenses. * Oversees federal dam safety grant activities including work plan development, contracts, procurement, budget, and performance reporting. * Develops and manages consultant contracts. Required knowledge, skills, and abilities: * The incumbent must possess knowledge of all fields of civil engineering with an emphasis on geotechnical engineering, hydrology, hydraulics, dam design and construction practices. * The incumbent must also be knowledgeable in dam engineering and have knowledge skills and abilities that allow them to sign dam operation & construction permits.with the assurances implicit to a professional engineering license. * The incumbent must be able to work independently using professional engineering judgement to guide Program activities during both regular operation and emergency situations. * The incumbent must have skills in managing projects, contracts, personnel, and budgets. The incumbent must have strong communication skills, including the ability to present facts and information clearly to both individuals and an audience and be able to handle a controversial situation with professionalism. * *Working Conditions and Physical Requirements: Work is conducted in both an office and field environment. Office work involves working individually and with others, attending meetings and working at a desk or computer for extended periods of time. Periodic work in the field involves visits to dam sites, climbing up and down dam embankments and spillways and crawling through outlet pipes. Construction inspections are often in hazardous areas requiring a hard hat and knowledge of construction site safety protocols. Special Information: Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months. Eligibility to Work: In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States. Examples of such documentation include a birth certificate or Social Security card along with a driver’s license or other picture I.D., or a U.S. passport, or a "green card".
