State of Montana Deputy Legislative Auditor – Financial Audit in Helena, Montana
The Montana Legislative Audit Division is seeking a Deputy Legislative Auditor to lead its financial audit team. This is an exciting opportunity for a mid-career accountability professional looking to move into a leadership position. The Deputy position reports directly to the Legislative Auditor and is responsible for all aspects of leading a talented team of staff conducting a wide range of audit engagements. The mission of the Legislative Audit Division is to increase public trust in state government. The division is an independent, nonpolitical, nonpartisan audit organization in the legislative branch of Montana state government. Directed by the Legislative Auditor, the office is responsible for conducting financial audits of the State of Montana and its component units in accordance with generally accepted auditing standards established for government auditors. The office is also responsible for conducting performance and information technology audits. The successful candidate will be joining the financial audit team at a pivotal time in our organization’s history; the team is currently moving towards a new operational model and the Deputy will be responsible for overseeing the development and implementation of a new vision for financial auditing in Montana. These changes include the transition to an annual federal Single Audit and the design of a new risk-based approach to auditing financial activity in Montana’s state agencies. More specific job responsibilities include the following: · Responsible as engagement partner for audits of the financial statements of the State of Montana, selected component units, and other state government entities as required by law. · Responsible as engagement partner for audits of compliance for federal programs comprising the Single Audit of the State of Montana. · Responsible as engagement partner for other financial audits, examinations, and reviews of financial activity within Montana’s state agencies. · Manages the division’s process for estimating audit costs as part of the legislative appropriations process and calculating billable audit hours recovered from state agencies · Identifies emerging accounting, financial reporting, and federal compliance risks and issues, and maintains an overall awareness of financial trends relevant to state government. · Communicates with the Legislative Auditor and the Legislative Audit Committee regarding scheduling and progress of financial audits and other associated tasks · Responsible for hiring high quality professional staff who can perform quality work. · Responsible for ensuring financial audits are progressing and that audit products can be relied upon to meet the standards of quality established by the division · Work responsibly to ensure all assignments are completed objectively, independently, and in accordance with division policy, generally accepted governmental audit standards, and standards for financial audits promulgated by the American Institute of Certified Public Accountants. · Directs staff and other resources necessary to provide accounting, financial reporting, and federal compliance risk assessment and information to other teams within LAD. · As part of the LAD leadership team, manages strategic initiatives relevant to accounting, financial reporting, and federal compliance issues, and contributes to other organizational strategic initiatives. · Has overall control of financial audit staff and identifies the training needs of staff and recommends appropriate training. · Expected to use excellent judgment in delegation of work, review and evaluation of the audit staff, and developing proposals for staff career progression and performance-based pay. · Responsible for providing positive motivation and working environment. · Responsible for performing a wide variety of assignments in addition to regular audit duties, including legislative requests, limited scope audits, and other special requests as assigned. · Communicates in a clear, concise, accurate, and professional manner to other staff, agency employees, legislators and the public. · Develops and maintains professional relationships with legislators, state agency officials, other legislative branch personnel and peer organizations. · Maintains division budget overview and participates in the division budget development and appropriations process. · Assists the Legislative Auditor in developing and implementing audit, office, and legislative branch policy. A complete version of the position description for the Deputy Legislative Auditor can be requested by emailingleghr@mt.gov Qualified applicants will meet the following requirements: · Bachelor’s degree in a related field, such as accounting, business administration, economics, finance, or mathematics. · Licensed in good standing as a Certified Public Accountant (CPA) in Montana or in another jurisdiction that meets Montana requirements for interstate license reciprocity. · A minimum of 9 years of relevant professional experience in public accounting, government or nonprofit audit/accountability, corporate or regulatory compliance functions, or other relevant professional environment. · Preference is given to candidates with significant supervisory experience, as well as relevant work experience in conducting audits of financial statements for large organizations and in federal Single Audits. · Preference is given to candidates with experience working in the legislative environment at the state or federal level, and familiarity with interpreting/implementing generally accepted government auditing standards (Yellow Book). The Legislative Audit Division operates a performance-based compensation system and this position provides opportunities for salary adjustments and career advancement based on merit. We offer flexible work schedules with an option for remote work. (However, the candidate must live in Helena or the immediate area as this position is not fulltime remote.)
