In 2021, the New York State Public Health Corps (NYSPHC)Fellowship Programwas formed to supportNew York Statepublic health preparednessand responserelated tothe COVID-19 pandemicand other public health emergencies. In August 2024, the next cohort of NYSPHC Fellows will be mobilized across New York Stateto 1) providecritical support and services totheNew York State Department of Health,local health departments (LHD), and community-based sitesin response to both current and future public health emergencies, (2) build effective communication and messaging throughout the Statetosupport key strategies addressing public health efforts, and (3) facilitate connections among the community level public health stakeholders required to strengthen and sustain public health learning and action partnerships.Public Consulting Group LLC (PCG), as the project manager,and its affiliate,Staffing Solutions OrganizationLLC(SSO),have partnered with NYSPHCfor SSOto recruit and hireFellows for the 2024-2026 Public Health Corps Cohort.

Responsibilities

As a Public Health Fellow II, youwillberesponsible forworking with thedesignatedhostorganizationto provide specialized professional services related toidentifiedpublic health priorities.The Public HealthFellowII will have an onsite presence based on the needs of thehost organization. The host organizationmayrequireup to 100 percent onsite workand/or local travel.

Comply withNYSPHC requirements,including successfully completing Cornell University’s Public Health Essentials Certificate Course and University of Miami’s Building Expertise in Administration and Management Certificate course.

  • Comply withPCGprojectand SSO employment and program requirements.

  • Focus efforts in at least one of the following areas: communications;emergency preparedness and response;epidemiology;laboratory;policy development;program and organizational management; and stakeholderengagement.

Responsibilities and tasks may include:

  • Facilitatepublic health investigations and surveillance activities to gather information on COVID-19, emerging or future public health threats, and/or chronic or communicable diseases.

  • Provide public health education, training, and outreach programs.

  • Collect, review, and enter data required by the host organization.

  • Prepare written summaries, reports, and action plans.

  • Create anddisseminatecommunications for public health outreach.

  • Educateandfacilitatethe public in obtainingappropriate services.

  • Communicate regularly with theNYSPHCFellowship Placement Coordinator. 

  • Other duties, as assigned.  

Fellowship Position Specific Description

TheSuffolk Public Health Fellow II will work inthe areaofProgram and Organizational Management with a focusinpublic health infrastructure.This fellow will be assigned to the Division of Finance & Administration. Tasks may include but are not limited to:

  • Read and interpret contracts to verify that the expenditures within an agency’s claimcomplies withthe contract and Federal,Stateand local rules,regulationsand laws;

  • Review Contract Agency subcontractor expenses to ensure the expenses they are claiming meet their contract terms as well as adhere to Suffolk County policy;

  • Provide the contract agency with explanations for claim disallowances due to non-compliance. Work with the agencies as theysubmitcontract budget modifications to move funds within theirline itemclaims;

  • Manages cash flows for expenses across multiple Divisions by reviewing the fee-for-service contracts financial payment terms and obligations to audit expenditure requests for contractual services;

  • Corresponds with Division and contracted providersregardingpayment voucher auditsregardingappropriate rates and process status. Prepares financial analysis using multiple systems to track status of expense requests to alertappropriate Divisionpersonnel as well as outside vendors;

  • Audits budget to actual expenses and works with Divisions todetermineadditionalfunding requirement needs to cover spending relating to service contracts as applicable.

  • Initiates request for encumbrance with department’s budget personnel and processes requested encumbrances andsubmitsfor approval;

  • Preparation and review of year-end accruals for service contracts in order to maximize usage of funding for the current year.

Minimum Qualifications

  • At least one of the following:

  • Two years of experience within a health, public health, education, human services, community-based organization, or institutional setting

  • Two years of experience in administrative, personnel, fiscal, or other related operational activity

  • Bachelor's degree

  • Strong organizational, communication, and analytical skills, and the ability to work effectively in a team environment.

  • Proficiencywith computers, including word processing, email, data entry, using spreadsheets and databases, and creating presentations.

  • Critical thinking and sound judgment. 

  • A flexible, adaptive, and composed attitude with the ability to interact professionally with culturally diverse individuals.

  • Phenomenal work ethic with a positive attitude.  

  • Employment is contingent on completion of a background check.  

  • Must be able to meet position requirements, including reporting for onsite work or local travel asrequired.  

  • Ifa fullyremote position,musthave reliable internet access. 

Compensation for roles at Staffing Solutions Organization LLC (SSO) varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, SSO provides a reasonable range of compensation for this role. In addition, SSO provides a range of benefits for this role.
