SUMMARY: The Chief Human Resources Officer (CHRO) is a key member of the executive leadership team, reports to the President/CEO and is responsible for shaping and driving the organization's human capital strategy. The CHRO will lead the Human Resources (HR) function, ensuring alignment with the organization's mission, vision, and strategic goals. This role requires a visionary leader with a deep understanding of HR best practices, a commitment to diversity, equity, and inclusion (DEI), and the ability to cultivate a positive organizational culture that attracts, develops, and retains top talent.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties and responsibilities may be assigned.

Core Responsibilities

  1. Strategic Leadership:

  2. Develop and implement a comprehensive HR strategy that supports Phoenix Houses of New York’s mission and strategic objectives.

  3. Serve as a strategic advisor to the CEO and executive team on all HR-related matters.

  4. Lead organizational development initiatives to enhance employee engagement, productivity, and organizational effectiveness.

  5. Talent Acquisition and Management:

  6. Oversee the recruitment, selection, and onboarding processes to attract and retain high-quality talent.

  7. Develop and implement talent management strategies, including succession planning, leadership development, and performance management.

  8. Foster a culture of continuous learning and professional development.

  9. Diversity, Equity, and Inclusion (DEI):

  10. Champion DEI initiatives across the organization, ensuring that policies, practices, and programs are inclusive and equitable.

  11. Collaborate with leadership to create a diverse and inclusive workplace that reflects the communities served by Phoenix Houses of New York.

  12. Employee Relations and Engagement:

  13. Promote a positive and collaborative work environment through effective employee relations strategies.

  14. Develop and implement employee engagement programs that enhance job satisfaction and organizational commitment.

  15. Address employee concerns and grievances in a fair and consistent manner.

  16. Compensation and Benefits:

  17. Design and manage competitive compensation and benefits programs that attract and retain top talent while ensuring internal equity.

  18. Conduct regular benchmarking and analysis to ensure compensation and benefits are aligned with industry standards.

  19. HR Operations and Compliance:

  20. Ensure compliance with all federal, state, and local employment laws and regulations.

  21. Oversee the management of HR systems, policies, and procedures to ensure efficiency and effectiveness.

  22. Develop and monitor HR metrics to assess the effectiveness of HR programs and initiatives.

  23. Organizational Culture and Change Management:

  24. Lead efforts to strengthen and evolve the organizational culture in alignment with the organization's mission and values.

  25. Manage change effectively, ensuring that HR strategies support the organization's growth and transformation efforts.

Qualifications

REQUIRED EDUCATION

  • Bachelor’s degree in Human Resources, Business Administration, or a related field; Master's degree preferred.

REQUIRED LICENSE/CERTIFICATIONS

  • SPHR, SHRM-SCP, or similar HR certification is highly desirable.

REQUIRED EXPERIENCE

  • Minimum of 10 years of progressively responsible HR experience, including at least 5 years in a senior leadership role.

  • Proven experience in developing and implementing HR strategies in a nonprofit or healthcare setting is a plus.

  • Strong understanding of employment law and regulatory compliance.

  • Demonstrated commitment to diversity, equity, and inclusion.

  • Excellent leadership, communication, and interpersonal skills.

  • Ability to effectively in a fast-paced, dynamic environment.

WORK ENVIRONMENT

  • This job operates in an indoor office environment. This role routinely uses standard office equipment such as computers, phones, and photocopiers.
