    The State of Connecticut (https://portal.ct.gov/) , Department of Administrative Services (DAS (https://portal.ct.gov/das?language=en_US) ), has a rare opportunity to become Connecticut's next State Fire Marshal (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=2115MP&R1=&R3=) . In this role, you will lead delivery of the state’s goals for the fire safety of people who live, work, learn, and play in our communities. The opportunity is open to fire safety professionals with the right blend of experience, vision, and passion for all things fire safety.

    The Role:

    Appointed by the Commissioner of Administrative Services, pursuant to Connecticut General Statute 29-291 (https://www.cga.ct.gov/current/pub/chap_541.htm) , the State Fire Marshal leads a talented team of fire safety and administrative professionals in the development of new state fire safety codes. The State Fire Marshal also supports local fire safety partners in their enforcement of the codes and ensures that new and existing state buildings comply with the fire safety codes.

    The role also includes management of other programs, such as the fire-safe cigarette program, fire and burn injury statistic reporting, and related community risk reduction efforts. The State Fire Marshal may also represent the agency on state boards and commissions, testify before the legislature, participate in community and public events, and attend related events and meetings as assigned.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Administrative Services, Division of Construction Services this class is accountable for serving as the State Fire Marshal and directing the activities of the Office of the State Fire Marshal.

    EXAMPLES OF DUTIES

  • Directs staff and operations of the Office of the State Fire Marshal;

  • Coordinates, plans and manages office activities;

  • Formulates office goals and objectives;

  • Develops and implements related policies and procedures;

  • Interprets and administers the State Fire Codes;

  • Evaluates staff;

  • Prepares or assists in preparation of office budget;

  • Maintains contacts with individuals within and outside of bureau who might impact on office activities;

  • Approves or disapproves amendments to the State Fire and Hazardous Materials Codes and revises as necessary;

  • Grants variations or exemptions from code requirements;

  • Conducts public hearings regarding code changes;

  • Conducts special investigations including on-site inspections as required;

  • Drafts legislation;

  • Develops and implements certification and training programs for local fire marshals;

  • Leads the recruitment and hiring of staff, including outreach, interview and selection;

    KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of

  • and ability to apply management principles and practices;

  • relevant state and federal laws, statutes and regulations;

  • relevant agency policies and procedures;

  • State Fire Safety Code, Hazardous Material Codes and other adopted national standards;

  • methods, materials and equipment used in building construction including service and safety equipment;

  • engineering and architectural principles and practices pertaining to building construction;

  • Considerable

  • interpersonal skills;

  • oral and written communication skills.

    PREFERRED QUALIFICATIONS

  • Comprehensive understanding of the process for adopting new fire safety codes as well as code modifications and interpretations

  • Extensive experience with local and national community risk reduction programs

  • Strong knowledge of the practical application of the International Code Council’s International Fire Safety Code to new and existing buildings

  • Ability to develop strong partnerships with Fire Services stakeholders on behalf of the agency

  • Competence in standard Microsoft Office software, permitting and inspection software, and electronic document review and mark up software

  • Experience managing a team of dedicated public service professionals at either the state or municipal level

  • Effective communication skills, including experience presenting information publicly as well as in written format

    SPECIAL REQUIREMENTS

  • Incumbents in this class are required to possess at time of appointment certification as a Fire Marshal by the Department of Administrative Services, Office of the State Fire Marshal or to obtain such certification within one year of appointment.

  • Incumbents are required to maintain certification during their employment.
